1992 10 15 CC Minutes, SpecialMINUTES OF THE SPECIAL SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN October 15, 1992 The City Council of the City of Baytown, Texas, met in special session on Thursday, October 15, 1992, at 4:30 p.m. in the Council Chamber of the Baytown City Hall, 2401 Market Street, with the following in attendance: Eva Benavides Pete C. Alfaro Stephen DonCarlos Rolland J. Pruett Bobby J. Credille Bobby Rountree Norman Dykes Eileen P. Hall Absent: Ray Swofford Council Member Council Member Council Member Council Member Mayor City Manager Assistant City Manager City Clerk Council Member The meeting was opened with a quorum present, after which the following business was conducted: Interview To Fill Council District No. 5 Vacancy Council interviewed the following candidates: David Byford, George F. Golden, A.G. (Gay) Whitehead, Tom Cottar, Steve Arthur, Tracey Fuqua and Joseph P. Otruba. Mayor Credille reminded the candidates that only one person could be selected, but encouraged each of them at the expiration of this term to seek election. He also reminded everyone in attendance that it would take four favorable votes to fill the council vacancy. Consider Appointment to Fill Council District No. 5 Vacancy Mayor Credille called on each council member to make comments. Council commented on how qualified all the candidates are and encouraged them to continue to participate in community activities and to seek election. 921015 -2 Minutes of the Special Session - Oct. 15, 1992 Council emphasized the difficulty of the decision and explained that they would be looking for a well rounded, independent individual, with no agenda other than moving the city forward. Council member Pruett moved to appoint David Byford to fill Council District No. 5 vacancy. Council member DonCarlos seconded the motion. Council member Alfaro pointed out that Mr. Byford has an extensive business background which would be very helpful as a council member. He has also served in county government. Council member Alfaro emphasized that the petition presented on behalf of Mr. Byford would not be a determining factor because this is not an election. Council member Benavides stressed that the person appointed should in no way be compared to former council member Hullum. The vote follows: Ayes: Council members Benavides, Alfaro, DonCarlos and Pruett Mayor Credille Nays: None Adjourn There being no further business to be transacted the meeting was adjourned.
