OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
July 30, 1992
The City Council of the City of Baytown, Texas, met in
special session on Thursday, July 30, 1992, at 8:00 a.m. in the
City Hall Council Chamber, 2401 Market Street, with the following
in attendance:

The meeting was opened with a quorum present, after which
the following business was conducted:
Consider Proposed Ordinance, Awarding Bid on Emergency Basis for
Disassembly, Inspection and Repair of East District Clarifier
Herb Thomas, Director of Public Works, explained that the
tower gear in the clarifier at the East District Plant is in need
of immediate repair. If it is not repaired immediately it will
result in significant damage to the base gear of the clarifier,
which will increase repair costs. He noted that under the bond
program a new clarifier will be installed during the renovation
of East District Plant. However, at this time there is only one
clarifier for removal of solids from the plant effluent. Failure
to repair the unit will result in a violation of the Texas Water
Commission and the Environmental Protection Agency permits and
significant loading of solids into the receiving stream.
Plans are to have city crews remove and transport the unit
to Houston Service Industries. Houston Service Industries will
then disassemble and inspect the unit. They will report their
findings and purchase the required parts and make the repairs.
The unit will be reassembled and returned to the plant site.
City crews will reinstall the unit with Houston Service
Industries on site for technical assistance.

The estimated cost for labor and basic parts is $3,000.
However, there may be an additional cost of $2,500 if the worm
gear has failed. Mr. Thomas stressed that it was imperative to
make the repair now before damage is caused to the base gear of
the clarifier which would cost about $10,000 to repair.
Council member Swofford moved for adoption of the ordinance.
Council member DonCarlos seconded the motion. The vote follows:

Ordinance No. 6294
AN ORDINANCE DECLARING THAT AN EMERGENCY SITUATION EXISTS,
AUTHORIZING THE PAYMENT OF THE SUM OF FIVE THOUSAND FIVE HUNDRED
AND N01100 ($5,500.00) DOLLARS TO HOUSTON SERVICE INDUSTRIES FOR
THE EMERGENCY REPAIR OF CLARIFIER AT THE EAST DISTRICT PLANT; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
Brush and Debris on Avenue J
The city manager handed pictures to council of brush and
debris along Avenue J. In that area homes have been moved there
recently, and the individual or contractor who cleared the lots
has stacked all the debris. Public Works has looked at the
situation, and this type material is not handled by Public Works.
Council member Alfaro suggested that the landowner be
contacted to clarify what the city's responsibility is and what
the landowner's responsibility is in this case.
1992 -93 Budget
The city manager stated that council would have the proposed
budget delivered to them tomorrow.
Comprehensive Plan
Council was reminded that a meeting on the Comprehensive
Plan will be held at 3:00 p.m. on Wednesday, August 3 in the
Council Chamber.

Audit

Council was given copies of the audit for fiscal year
1990 -91. The city manager also provided council with a copy of
the final invoice from Gerace, Andrews and McQueen, P.C. Council
asked the administration to get clarification of Field Work /Audit
charges, as well as the difference between Review Report /Letter
and Partner's Review. Council indicated that the final invoice
should not be paid until after the audit report is received.
Adjourn
There being no further business to be transacted, the
meeting was adjourned.
