The City Council of the City of Baytown, Texas, met in
special session on Thursday, May 7, 1992, at 8:00 a.m. in the
City Hall Council Chamber, 2401 Market Street, with the following

The meeting was called to order with a quorum present and
Councilman Alfaro offered the invocation.
Consider Resolution No. 1147, Canvassing Returns of Municipal
Election Held on May 2, 1992
Council canvassed the returns of the Municipal Election held
on May 2, 1992 and found that the total votes cast at said
election were as follows:

A RESOLUTION CANVASSING THE RETURNS OF THE REGULAR MUNICIPAL
ELECTION HELD WITHIN THE CITY OF BAYTOWN ON THE 2ND OF MAY, 1992,
FOR THE PURPOSE OF ELECTING A MAYOR FROM THE CITY AT LARGE, AND
SIX COUNCILMEN FROM THE RESPECTIVE SIX DISTRICTS; DECLARING THE
RESULTS OF SAID ELECTION; FINDING THAT NOTICE OF SAID ELECTION
WAS PROPERLY HELD AND THE RETURNS THEREOF MADE BY THE PROPER
OFFICIALS IN ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS.
Administer Oaths of Office
City Attorney, Ignacio Ramirez, administered the oaths of
office to the newly elected council members.

Mayor Credille presented plagues of appreciation to former
Mayor Emmett O. Hutto and former Councilman Mario Delgado.
Consider Proposed Ordinance, Ordering a Special Election to be
Held on June 6, 1992
The proposed ordinance orders a Special Election to be held
on June 6, 1992 for the purpose of electing a council member for
District 3 and 6.
Councilman Alfaro moved for adoption of the ordinance.
Councilman Hullum seconded the motion. The vote follows:

Alfaro and Pruett

Ordinance No. 6229
AN ORDINANCE ORDERING A SPECIAL ELECTION TO BE HELD ON THE 6TH
DAY OF JUNE, 1992, FOR THE PURPOSE OF ELECTING TWO (2) COUNCILMEN
FROM DISTRICTS NOS. THREE (3) AND SIX (6) ; PROVIDING FOR THE
ELECTION OFFICERS; DESIGNATING THE PLACES AND MANNER OF HOLDING
SAID ELECTION; PRESCRIBING THE HOURS; ESTABLISHING THE CENTRAL
COUNTING STATION; PROVIDING FOR A SPECIAL CANVASSING BOARD FOR
EARLY BALLOTS; AND PROVIDING FOR THE POSTING AND PUBLICATION OF
NOTICE.
Consider Proposed Ordinance, Approving Change Order No. 1 to
Rehabilitation Contract for 1000 Seventh Street
It has become necessary to install a new gas line for the
housing rehabilitation project at 1000 South Seventh Street and
replace a heater vent pipe in the attic.

Ordinance No. 6230
AN ORDINANCE AUTHORIZING CHANGE ORDER NO. 1 WITH PALTON
CONSTRUCTION FOR THE INSTALLATION OF A NEW GAS LINE FOR HOUSING
REHABILITATION PROJECT #91 -02 AT 1000 SOUTH SEVENTH STREET; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
Recess Into Executive Session to Discuss Pending Litigation:
a. Single Member District Lawsuit.
Mayor Credille recessed the open meeting into executive
session to discuss pending litigation. When the open meeting
reconvened, Mayor Credille announced that no action was necessary
as a result of the executive session.
Adjourn
There being no further business to be transacted, the
meeting was adjourned.
