OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
March 2, 1990
The City Council of the City of Baytown, Texas, met in
special session on Friday, March 2, 1990, at 11:00 a.m. in the
Council Chamber of the Baytown City Hall with the following
attendance:

Absent: Jimmy Johnson Councilman
The meeting was called to order with a quorum present. The
following business was conducted:
Consider Proposed Ordinance, Awarding Bid on Emergency Basis For
Replacement Of Two Compressors At Police /Municipal Court Building
Bobby Rountree, City Manager, stated that Dave Dockery with
the Police Department oversees the building maintenance for the
Municipal Court and Police Department and is available to answer
any questions. Mr. Rountree explained that two compressors have
gone out. They are interconnected and one of them threw a rod
and contaminated the freon, causing the other compressor to go
bad. These units are about twenty years old and are large units
on the roof. He explained that he felt this was an emergency
because of the large crowds in the Municipal Court several days a
week. The area is small and there is very little ventilation,
plus problems to the paper supply, Xerox machines and computers
caused by the humidity.

There were three bidders from Baytown companies. The low
bid was for $3,600 from Cox Air Conditioning. The administration
recommended approval of the ordinance.
The City Manager suggested looking into the possibility of a
maintenance contract for all city facilities. After discussion
with council, Councilman Credille asked that the City Manager get
some information on a maintenance agreement and get back to
council.
Councilman Swofford moved for the adoption of this
ordinance. Councilman Pruett seconded the motion. The vote
follows:

Ordinance No. 5488
AN ORDINANCE DECLARING THAT AN EMERGENCY SITUATION EXISTS,
AUTHORIZING THE PAYMENT OF THE SUM OF THREE THOUSAND SIX HUNDRED
AND N01100 ($3,600.00) DOLLARS TO COX AIR CONDITIONING FOR THE
EMERGENCY PURCHASE OF TWO COMPRESSORS FOR THE POLICE /MUNICIPAL
COURT'S AIR CONDITIONING SYSTEM; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
City Manager's Comments
Bobby Rountree stated that he knew some of the councilman
had received calls from Pinehurst Subdivision residents. Several
of the residents have indicated they are not interested in the
services offered as a result of the annexation and did not want
to be annexed at all.
Mayor Hutto stated that the same problems existed when
Lakewood was annexed years ago. It takes about two years for
everyone to settle down and adjust.
Mr. Rountree responded to an inquiry from Councilman
Credille concerning a tractor bid in which H & H Tractor, a local
bidder, was the second low bidder.

H & H Tractor has a maintenance contract with Wheel Horse
which means we can take the tractor to the local bidder for
warranty repairs. Wheel Horse will pay for repairs during the
warranty period; therefore, Johnson and Roach appears to be the
lowest and best bid.
The City Manager referred to calls council is receiving
concerning Britton Street Water Line Project. The weather has
been terrible and back yards are torn up, but as soon as weather
permits, the city will go back and clean up the area.
Mr. Rountree showed council a plaque that was presented to
our Community Development Department from HUD. One of the
national objectives of the Community Development Block Grant
Program is to award at least 15% of the contracts to minority
businesses, and we have exceeded that by awarding a total of 19 %.
The certificate was awarded to us for exceeding that goal.

meeting was adjourned.
