1989 05 25 CC MinutesMINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN May 25, 1989 The City Council of the City of Baytown, Texas, met in regular session on Thursday, May 25, 1989, at 6:30 p.m. in the Council Chamber of the Baytown City Hall with the following attendance: Fred T. Councilman Pruett offered the invocation, after which the follow- ing business was conducted: Consider Minutes for the Regular Meeting Held On May 11, 1989 Councilman Johnson moved for approval of the minutes for the meeting held on May 11, 1989. Councilman Pruett seconded the motion. The vote follows: Ayes: Council members Philips, Johnson, Simmons, Alfaro, Fuller and Pruett Mayor Hutto Nays: None 090525 -2 Minutes of the Regular Meeting - May 25, 1989 Citizen's Communications: a. W.A. Bandy, Jr. will appear to present a petition for the resurfacing of portions of Lakewood Drive. Mr. Bandy had presented a petition signed by residents along Lakewood Drive requesting the resurfacing of the asphalt paving of Lakewood Drive from the end of the concrete paving between 204 and 206 Lakewood Drive to the concrete paving of South Street at the end of the 300 block of Lakewood Drive, including the roughness that needs elimination or modification at the drainage ditch crossing and at the intersection with Yaupon Street. Mr. Bandy had taken pictures of Lakewood Drive which he presented to council for review. Bobby Rountree, Acting City Manager, requested that council allow the administration to look at this and get back to council at the next meeting. Councilman Johnson moved to accept the petition. Councilman Alfaro seconded the motion. The vote follows: Ayes: Council members Alfaro, Fuller Mayor Hutto Nays: None Philips, Johnson, Simmons, and Pruett b. Property owners along the north side of East Texas Avenue have presented a petition requesting drainage improvements. Property owners Avenue have presented improvements. Mayor Hutto procedures, in order for the agenda, a Citizen's and filed with the city may register to speak to 890525 -3 Minutes of the Regular Meeting - May 25, 1989 Consider Approval of Request of Givanrang Gosine For a Waiver of Flood Plain Regulations, Section 12 1/2 - 30 (d) Council had been provided with a letter from Mr. Gosine requesting a waiver of flood plain regulations, Section 12 1/2 - 30 (d) which regulations would require elevation of the property to 16 feet. The property in question is the old meat market building near Wyatt's Cafeteria. Mr. Gosine had presented council with a letter listing the various reasons that the waiver should be granted. The administration recommended approval. Councilman Johnson moved to approve the request of Mr. Gosine for a waiver of the flood plain regulations Section 12 1/2 - 30 (d). Councilman Alfaro seconded the motion. The vote f of l ows: Ayes: Council members Alfaro, Fuller Mayor Hutto Nays: None Philips, Johnson, Simmons, and Pruett Consider Authorizing a Change in the Income Guidelines Used For Qualifications in the Senior Citizen Taxi Program and Authorize Adjustment of Guidelines Annually The Senior Citizen Taxi Program income guidelines have been revised two times since the inception of the program in November 1976. Most of the low income people who qualify for the program have only social security income. Since 1976, social security payments have more than doubled - an actual compounded increase of 105.14 %. Previous increases in the guidelines have been based on 75% of this compounded increase. based on this concept the administration recommended new guidelines as follows: ONE PERSON TWO PERSONS ---- - - - - -- ----- - - - - -- Free -fare $0 - $ 7,150 $0 - $ 8,950 Half -fare $7,151 - $10,750 $8,951 - $12,500 B90525-4 Minutes of the Regular Meeting - May 25, 1989 Present guidelines are: ONE PERSON TWO PERSONS Free -fare $0 - 6,500 $0 - $ 81000 Half -fare $6,501 -- 9,700 $8,001 -- $11,300 The administration recommend approval of these adjustments and authorization to adjust the rates annually in line with the Social Security increase. Councilman Philips moved to accept the recommendation of the administration. Councilman Fuller seconded the motion. The vote follows: Ayes: Council members Philips, Johnson, Simmons, Alfaro, Fuller and Pruett Mayor Hutto Nays: None Consent Agenda Council considered the Consent Agenda Items "a" through "i" as follows: a. McKey Construction & Equipment , Inc. has completed all work on the water and sewer extension to the new Whata- burger on Interstate 10. Both the water and sewer lines have been placed in service. The original contract cost was $19,273.40. There were no change orders and the project was finished under cost. All wort: has been inspected and approved by the Engineering Department. We recommend first and final payment in the amount of $18,991.50. We recommend approval. 890525 -5 Minutes of the Regular Meeting - May 25, 1989 b. Proposed Ordinance No. 890525 -2, authorizes an inter - local agreement with Goose Creek Consolidated School District for purchase of microcomputer hardware. This is the same as other interlocal agreements with the School District. We will bring purchases to you as they occur. We recommend approval. C. Proposed Ordinance No. 890525 -3, awards the bid for purchase of light bars and sirens to Emergency Products Company in the amount of $8,018.66. The low bidder did not meet specifications. We requested a low profile light bar and the light bar they bid is not a low profile. Invitations to bid were mailed to five vendors and we received three bids. We recommend approval. d. Proposed Ordinance No. 890525 -41 awards the bid for purchase of 6' X 6' box culvert to Concrete Pipe & Products, Inc. in the amount of $14,742. The culvert will be used for a street crossing on Roseland Drive. Invitations to bid were mailed to five vendors and we received three bids and one no bid. We recommend approval. e. Proposed Ordinance No. 890525 -5, awards the bid for replacement of the roof at Fire Station No. 5 to Beavers Construction in the amount of $4,800. Invita- tions to bid were mailed to eight vendors and we received six bids and two no bids. We recommend approval. 890525 -6 Minutes of the Regular Meeting - May 25, 1989 f. Proposed Ordinance No. 890525 -6, awards the bid for rental of passenger vans to Kelease, Inc. in the amount of $4,500. Three vans will be rented for two months and will be used to transport the youth employed in the summer job program. We recommend approval. g. Proposed Ordinance No. 890525 -7, awards the bid for body repair and replacement parts of a brush truck to White GMC Trucks, Inc. in the amount of $7,883.70. The bid of Doc Brewer was low; however, on Item #20 we asked to replace turret seat and repair or replace rotating platform assembly, and on Item #21 we ask to replace operators seat pedestal and hydraulic valve console mount. Doc Brewer did not submit a price on these two items. The bid from White GMC included a price for all items to be repaired. Invitations to bid were mailed to eight vendors and we received two bids and one no bid. h. Proposed Ordinance No. 890525 -8, awards the bid for body repair and replacement parts of garbage truck to White GMC Trucks, Inc. in the amount of $9,777.56. The bid for Doc Brewer was low. On Item #24 we asked the vendors to align the front end and check the frame for damage. Doc Brewer left this item open and did not give us a price. The bid from White GMC included a price for all items to be repaired. Invitations to bid were mailed to eight vendors and we received two bids and one no bid. i. Proposed Ordinance No. 890525 -9, accepts the dedication of property at 3114 Market Street. This is the old Huggins Lumber Yard property. All taxes have been paid. We recommend approval. 890525 -7 Minutes of the Regular Meeting - May 25, 1989 Councilman Johnson moved for adoption of the Consent Agenda Items "a" through "i." Councilman Pruett seconded the motion. FOR THE WATER AND SEWER EXTENSION ON INTERSTATE 10; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. (Proposed Ordinance No. 890525 -1) Ordinance No. 5270 AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE AND THE CITY CLERK TO ATTEST TO AN INTERLOCAL AGREEMENT WITH GOOSE CREEK CONSOLIDATED INDEPENDENT SCHOOL DISTRICT FOR THE PURCHASE OF MICROCOMPUTER HARDWARE PROVIDING FOR THE EFFECTIVE DATE HEREOF. (Proposed Ordinance No. 890525 -9) 890525 -9 Minutes of the Regular Meeting - May 25, 1989 For bid tabulations, see Attachments "A" through "F." Consider Appointment to Electrical Board This appointment will be made at a future meeting. City Manager's Report 1989 Street Improvement Program - Level up on Airhart and Midway has been completed. Next week, the contractor expects to place fabric over what is there now and then put another inch or inch and one -half of asphalt on what is down now. On Texas Avenue between North Main and Seventh Street that work is complete. Reconstruction of Oakwood between Magnolia and Pine has begun. The contractor is 75% complete with the total program. 1988 Sidewalk Program - The sidewalk program is virtually complete. The only thing that remains is asphalt repairs to the street where a cut was necessary. This should be completed today or tomorrow. Community Development Project - Yupon Street - The contractor has completed the work on the new water system and is almost finished putting in the underground storm drainage. He has begun lime stabilization. Both lanes of Miriam Street have been poured between Ash and Lee, including sidewalks and the driveways. This contract is approximately 40% complete. Mailboxes - The south side is in service and is being used. The initial excavation on the north side began on Wednesday. l� 890525 -10 Minutes of the Regular Meeting - May 25, 1989 Exxon Donates Breathing Packs - Exxon has donated six self - contained breathing packs to the police department. These packs have specialized masks which allow the officers to use their radios while wearing the masks. These are very special pieces of equipment. Again, Exxon has demonstrated its good neighbor policy. Spur 330 Public Hearing - Next Tuesday at 7:00 p.m. there will be a public hearing in the council chamber concerning Spur 330. The proposed project will cost approximately $50,000,000 to $55,000,000. The project will begin at Interstate 10 and extend to Loop 201. Memorial Day Holiday - City offices will close on Monday, May 29 for Memorial Day celebration. Adjourn There being no further business to be transacted, the meeting was adjourned. 3.3.16 Eileen P.
