1988 12 22 CC Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN December 22, 1988 The City Council of the City of Baytown, Texas, met in special session on Thursday, December 22, 1988 at 2:00 p.m. in the Council Chamber of the Baytown City Hall with the following attendance: Jimmy Johnson Perry M. Simmons Roy Fuller Emmett O. Hutto Fritz Lanham Randy Strong Eileen P. Hall Absent: Ron Embry Fred T. Philips Rolland J. Pruett Bobby Rountree Councilman Councilman Councilman Mayor City Manager City Attorney City Clerk Councilman Councilman Councilman Assistant City Manager The meeting was called to order with a quorum present, after which the following business was conducted: Consider Proposed Resolution, Authorizing the City of Baytown to apply for a Discretionary Grant From the Criminal Justice Council to Fund the East Harris County Drug Task Force The reason for this special council meeting is that the administration must have authorization to apply for a discre- tionary grant from the Criminal Justice Council to fund the East Harris County Drug Task Force prior to January 1. This special task force will be manned by personnel from the Sheriff's Department, the City of Baytown, City of La Porte, City of Seabrook, City of Pasadena, and the City of Webster. The Sheriff's Department will provide five people who will be paid from the grant. However, the personnel from the City of Baytown will not be funded by the grant except for overtime. 81222 -2 Minutes of the Special Meeting - Dec. 22, 1988 By forming this task force the officers will be working throughout East Harris County on the drug problem. This group will function much as the Harris County Organized Crime Control Unit which has been in existence since January 1, 1972. Baytown will be the grantee and Lieutenant Shaffer will be in charge of the program. All funds will be expended in accordance with the Charter and policies of the City of Baytown. This first grant will be for a nine -month period. The administration recommended approval. Councilman Fuller moved for adoption of the resolution. Councilman Johnson seconded the motion. The vote follows: Ayes: Council members Johnson, Simmons and Fuller Mayor Hutto Nays: None Resolution No. 1036 A RESOLUTION AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN, TEXAS, TO MAKE APPLICATION TO THE TEXAS CRIMINAL JUSTICE COUNCIL FOR A DISCRETIONARY GRANT TO FUND THE EAST HARRIS COUNTY DRUG TASK FORCE AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. Consider Proposed Ordinance, Authorizing an Interlocal Agreement With Houston - Galveston Area Council for Purchase of Vehicles During budget sessions the police department was hoping to purchase 19 vehicles; however, based on the bid from Houston - Galveston Area Council, the department will be purchasing 17 vehicles - thirteen patrol cars, two unmarked cars, and two one - half ton short bed pickups. The bid also includes the purchase of two one -half ton short bed pickups for the Inspection Department and one staff car for the Fire Department. The administration recommended approval of the ordinance. Councilman Johnson moved for adoption of the ordinance; Councilman Simmons seconded the motion. The vote follows: Ayes: Council members Johnson, Simmons, Fuller Mayor Hutto Nays: None 81222 -3 Minutes of the Special Meeting - Dec. 22, 1988 f Ordinance No. 5169 AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE AND THE CITY CLERK TO ATTEST TO AN INTERLOCAL AGREEMENT WITH THE HOUSTON- GALVESTON AREA COUNCIL APPOINTING THE HOUSTON - GALVESTON AREA COUNCIL AS THE CITY'S PURCHASING AGENT FOR CERTAIN VEHICLES AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
