1987 02 24 CC Minutes, EmergencyMINUTES OF THE EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN February 24, 1987 The City Council of the City of Baytown, Texas, met in emergency session on Tuesday, February 24, 1987, at 7:45 a.m. in the Council Chamber of the Baytown City Hall with the following attendance: Frod T. Philips Perry M. Simmons Ron Embry Roy Fuller Rolland J. Pruett Emmett 0. Hutto Fritz Lanham Bobby Rountree Randy Strong Eileen P. Hall Absent: Jimmy Johnson Councilman Councilman Councilman Councilman Councilman Mayor City Manager Assistant City Manager City Attorney City Clerk Councilman The meeting was called to order with a quorum present, after which the following business was conducted: Consider Proposed Ordinance, Authorizing Change Order No. 1 to Contract No. 1, Enlargement of Central Sewer District Wastewater Treatment Plant Norman Dykes, City Engineer /Director of Public Works, ex- plained that old plans show that a 24 -inch pipe would not be an obstruction to the current enlargement of the Central District Plant; however, after excavation it was learned that the pipe would be an obstruction. Therefore, it is necessary to move the pipe which will require a change order to the contract since this was not originally bid. The contractor will need to lay 450 feet of pipe and tie both ends of that pipe to the existing facility. It will be necessary to shut the lift station to the plant down while the tie -ins are being made. After the new line is in service the old line will be removed. Rd 70224 -2 Minutes of the Emergency Meeting - Feb. 24, 1987 The estimated cost for this change order is $56,195 and fourteen days will be added to the contract to perform this work. In response to an inquiry from council, Mr. Dykes stated that the engineers had considered design changes, but there are structures that would prevent this. The City Manager mentioned that the staff expects to receive 50% funding by EPA on this change. The matter has been discussed with the state agency administering the funds, but no guarantees can be made at this point. Normally, this sort of change is funded. Councilman Philips moved for adoption of the ordinance; Councilman Fuller seconded the motion. The vote follows: Ayes: Council members Philips, Simmons, Embry Fuller and Pruett Mayor Hutto Nays: None Ordinance No. 4656 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN AUTHOR- IZING CHANGE ORDER NO. 1 TO THE CONTRACT WITH BASIC CONSTRUCTORS FOR THE CENTRAL DISTRICT WASTEWATER TREATMENT PLANT (CONTRACT NO. 1).
