1983 04 27 CC Minutes, Special30427 -1 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN April 27, 1983 The City Council of the City of Baytown, Texas, met in special session on Wednesday, April 27, 1983, at 6:30 p.m. in the Council Chamber of the Baytown City Hall with the following attendance: Fred T. Philips Jimmy Johnson Perry M. Simmons Mary E. Wilbanks Roy L. Fuller Absent: Allen Cannon Emmett O. Hutto Fritz Lanham Larry Patterson Randy Strong Eileen P. Hall Councilman Councilman Councilman Councilwoman Councilman Councilman Mayor City Manager Assistant City Manager City Attorney City Clerk The meeting was called to order with a quorum present and the following business was conducted: Consider Proposed Settlement of General Telephone Company's Rate Case Council had been furnished a copy of the memorandum from Texas Municipal League which indicated that the hearings in the General Telephone rate case had been recessed for consideration of a proposed settlement. The proposed settle- ment was to be discussed in Austin on Thursday, April 28, 1983, and the cities were requested to have representatives present. The company had requested an increase of approximately $84.5 million. The cities had recommended an increase of approximately $28.5 million, while the PUC staff recommended $34 million. The proposed settlement which the company had indicated a willingness to accept is $32.5 million. This would result in increases of $ .90 to $1.00 per month for one party residential customers without EAS, rather than the $3.75 to $4.00 requested. The general consensus of Council was that since the Public Utilities Commission had scheduled a hearing in Baytown on May 3 regarding the requested rate increase of General Telephone, it would be presumptuous of Council to attempt a decision with regard to the proposed settlement. Council agreed that representatives of the City of Baytown should attend the meeting in Austin, but abstain from taking a position pending the public hearing.
