MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
June 5, 1980
The City Council of the City of Baytown, Texas, met in
special session on Thursday, June 5, 1980, at 5:00 p.m. in the
Council Chamber of the Baytown City Hall with the following
members in attendance:

The meeting was called to order by Mayor Pro Tempore Cannon.
Afterwhich, Council considered the following:
Ordinance - Authorizing Emergency Repair to the Decker Drive
Water Well
According to a memorandum to Council which Air. Norman Dykes
had prepared, the problems of the Decker Drive water well had
been discussed with Layne -Texas and Layne - Western, both of
Houston. Both suggested the installation of a smaller screen
inside the existing 14 -inch screen. Both proposals will reduce
the well capacity from 1,500 gpm to approximately 1,000 gpm.
Layne -Texas estimates their work to cost $25,000 to $30,000
with a work period of one week to 10 days.
Layne - Western estimates their work to cost $16,000 to
$21,000 with a work period of 8 to 10 working days. The Layne -
Western bid is listed below in detail:
90' of 8" stainless steel screen and
20' of 8" liner .........................$ 8,685
New 10" bowl, if necessary ................ 4,610
TV survey and move -in costs ............... 1,100
Gravel, setting pump and screen........... 7,025

Remove one stage of existing pump instead

The job is based on 44 hours of rig time at $97.50 per hour.
The Administration recommended acceptance of the Layne -
Western proposal for the estimate of $16,960.
The Layne- Western proposal does require that the 10" bowl be
in good repair in order to remove one stage and decrease the cost
of the work. Mr. Dykes explained that by removing one stage the
motor will be operating at approximately the same efficiency, but
the pump will be operating at approximately 70o efficiency.
Councilman Johnson inquired how the Administration would
know that the work had been completed properly and that the well
was in a good state of repair when this work had been completed?
Mr. Dykes responded that the TV work had been scheduled to be
done prior to the beginning of the project, but if Council

desired, the well could be televised after completion.
Mayor Pro Tem Cannon inquired what other alternative is
there besides this? If Council desires not to reduce the capa-
city of the well, could the well be repaired or would the well
need to be replaced completely.
Mr. Dykes responded that when the Administration had first
mentioned the repair of the well to Council it was with the
intention of saving the well's capacity. However, the only way
to get the gravel down is to try to get the gravel to fall into
the voids in the well. The contractor attempted this by jetting
water inside the well to create enough disturbance to cause the
gravel to fall. This attempt failed. The contractor then
attempted to drill down through the gravel to penetrate the
gravel to the void. This work was in progress approximately 2
weeks and the contractor had only penetrated to 60 feet. There-
fore, the City is now at the point of effecting the work or
abandoning this well.
yr. Lanham reminded Council that in order to drill another
well, the approval of the subsidence district would be necessary.
This could take time. Also, if the decision is made not to drill
in this same location, a well site would need to be located which
may take time.
Mayor Pro Tem Cannon stated this would mean that the Ad-
ministration could not possibly drill another well this summer.
Therefore, this solution is the best under the circumstances.
Mr. Lanham stated that from the information he had received,
it is not unusual for a well to produce at a higher efficiency
during the first few years and then for the flow to decrease.
Mr. Dykes stated in response to a question from Council that
restrictive watering would need to remain in effect during this
dry period. If the City receives rain, then perhaps the restric-
tion can be lifted for a time or until the City begins to expe-
rience another dry time.
?sir. Lanham explained that with regard to the pressure
problem at Baytown Medical Center, usually in multi -story build-
ings a varible -flow booster system is installed to facilitate
water pressure. As the lower floors use water, this reduces the
pressure to the upper floors unless a booster is installed. The
Administration of the Baytown Medical Center has been notified
that it will be necessary to install a booster system in order to
have constant pressure.
Mayor Pro Tem Cannon suggested that perhaps the Council
needed to consider some type of ordinance to require multi -story
buildings to install a booster system.
In response to a question from Council regarding cost, Mr.
Lanham stated that the Administration would need to research
this.
The City Attorney was asked to read the caption of the
ordinance.
Councilwoman Wilbanks moved for the adoption of the ordi-
nance; Councilman Johnson seconded the motion. The vote follows:

ORDINANCE NO. 2907
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
DECLARING THAT AN EMERGENCY SITUATION EXISTS; AUTHORIZING AND
DIRECTING THE CITY MANAGER AND CITY CLERK TO ENTER INTO A CON-
TRACT WITH LAYNE - WESTERN COMPANY TO REPAIR A CITY WATER ;YELL;
AUTHORIZING THE PAYMENT OF THE SUM OF SIXTEEN THOUSAND NINE
HUNDRED SIXTY AND N01100 ($16,960.00) DOLLARS WITH REGARD TO SUCH
ACCEPTANCE; AND PROVIDING FOR THE EFFECTIVE DATE HEREOF.
'sir. Lanham commended Norman Dykes, Richard Hare and the
staff of the Water Production Department for an excellent job
during this critical period.
The Bayway Drive water well was placed back into service at
3:00 p.m. yesterday. A rented motor was installed. The well's
motor is being rewound.
A purchasing agent from one of the surrounding industries
called to offer his company's assistance and stated if similar
problems were experienced in the future, his company would be
happy to offer assistance to the City of Baytown. He stated that
his company should have a motor that could be used.
Councilman Johnson mentioned that he had received informa-
tion that the possibility of a barge terminal beginning operation
off Kilgore Road is going to be a reality. He inquired what
could be done to prevent Kilgore Road from being torn up by the
heavy trucks?
The City Attorney has been in touch with the Texas Air
Quality Board, as well as the Texas Water Quality Board. Both
agencies expressed an interest and stated that they would be
sending someone to check out the situation to determine if
permits were necessary. However, no one from these agencies has
been in touch with Mr. Strong. The City Attorney stated that he
would be back in contact with these agencies.
Mayor Pro Tem Cannon inquired if it is proper for Council to
discuss an item which has not been included on the agenda? The
City Attorney explained that Council could discuss an item not
listed on the agenda, but no formal action could be taken.
Mr. Lanham stated that one possibility would be to have an
ordinance establishing a load limit for Kilgore Road.
Mayor Pro Tem Cannon pointed out that if this is done, then
the traffic would be shifted to James Street.
Mr. Lanham stated that the drive into the business is on
Xilgore Road. Kilgore was not built to handle truck traffic.
The Administration will place an item on the next agenda in this
regard.
There being no further business to discuss, the meeting was
adjourned.
