1978 10 03 CC Minutes, Special801003 -1 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS October 3, 1978 The City Council of the City of Baytown, Texas, met in Special Session on Monday, October 3, 1978, at 5:00 p.m. in the Council Chamber of the Baytown City Hall with the following members in attendance: Jody Lander Jimmy Johnson Eileen Caffey Allen Cannon Emmett 0. Hutto Fritz Lanham Dan Savage Randy Strong Eileen P. Hall Absent: Mary E. Wilbanks Ted Kloesel Scott Bounds Councilman Councilman Councilwoman Councilman Mayor City Manager Assistant City Manager Assistant City Attorney City Clerk Councilwoman Councilman City Attorney Consider Approval of the Plans for the Proposed Stage 1 Construction of Loop 201 from Hunter Street to State Highway 146 at McKinney Road Council considered the plans for the proposed Stage 1 construction of Loop 201 from Hunter Street to State Highway 146 at McKinney Road which work would consists of grading, structures, and storm sewers at an estimated cost of $17,022,445.00. The entire cost will be paid by the State. The bids are scheduled to be let in December. The Administration recommended that Council authorize the proper City officials to execute the plans. Councilman Lander moved to accept the recommendation of the Administration; Councilman Johnson seconded the motion. The vote follows: Ayes: Council members Lander, Johnson, Caffey and Cannon Mayor Hutto Nays: None Consider Animal Sterilization Program The Animal Sterilization Program was discussed at the last Council meeting where Council indicated a desire to reduce the vouchers issued under the Animal Sterilization Program from $20.00 to $15.00. The Administration recommended that the City's parti- cipation in this program be reduced from $20.00 to $15.00. Councilman Johnson moved to accept the recommendation of the Administration to be effective October 4, 1978; Councilwoman Caffey seconded the motion. The vote follows: Ayes: Council members Lander, Johnson, Caffey and Cannon Mayor Hutto Nays: None Mr. Lanham mentioned that the City Attorney was in Austin parti- cipating in the hearing before the Public Utilities Commission on the Houston Lighting and Power Company's request for rate increase. There is a possibility that that hearing may take longer than first anticipated when the hearing to be held in Baytown was scheduled. Therefore, there may be an item on the agenda for the regular meeting to reschedule the hearing to be held in Baytown. 801003 -2 Minutes of the Special Meeting - October 3, 1978 Councilman Cannon requested that the appointments to the Baytown Cultural and Fine Arts Study Committee be postponed; Council concurred. Mayor Hutto recessed the special meeting into a work session to hear report on Clean Community System. Council then reconvened the special meeting. There being no further business to be transacted, Councilman Johnson moved to adjourn; Councilwoman Caffey seconded the motion. The vote was unanimous to adjourn. c Eileen P. Hall, City Clerk
