1978 04 10 CC Minutes, Special30410 -1 MINUTES OF THE SPECIAL MEETING OF THE CITY COUI4CIL OF THE CITY OF BAYTOWN April 10, 1978 The City Council of the City of Baytown, Texas, met in special session, Monday, April 10, 1978, at 5:00 p.m. in the Council Chamber of the Baytown City Hall. The following members were in attendance: Jody Lander Ted Kloesel Mary E. Wilbanks Emmett 0. Hutto Allen Cannon Tom Gentry Fritz Lanham Scott Bounds Eileen P. Hall Absent: Jack Kimmons Dan Savage Councilman Councilman Councilwoman Councilman Councilman Mayor City Manager City Attorney City Clerk Councilman Assistant City !Manager Mayor Gentry called the meeting to order and Council can- vassed the results of the Municipal Election held on Saturday, April 1, 1978, to elect a Mayor from the City at large to serve the unexpired term of Mayor Gentry and a Councilman from District Nos. One (1), Four (4), and Five (5) which reflected the following: For Mayor (From City at Large) Marshall Williams 709 votes E. C. "Jack" Kimmons 731 votes Emmett 0. Hutto 2520 votes Steve Hudgins 112 votes For Councilman District No. One Ted Kloesel 2574 votes Paul R. Henderson 1233 votes For Councilman District No. Four J. S. "Jimmy" Johnson, Jr. 1661 votes Leon Cox, Jr. 1692 votes Bobby G. Eatherton 322 votes For Councilman District No. Five J. P. "Pat" Deakle 699 votes Allen Cannon 2987 votes Councilman Kloesel moved to adopt Resolution No. 615 can- vassing the returns of the Municipal Election held on April 1, 1978. Councilman Cannon seconded the motion. The vote follows: Ayes: Council members Lander, Kloesel, Wilbanks, Hutto and Cannon Mayor Gentry Nays: None 80410 -2 Minutes of the Special Meeting - April 10, 1978 RESOLUTION NO. 615 A RESOLUTION CANVASSING THE RETURNS OF THE REGULAR MUNICIPAL ELECTION HELD WITHIN THE CITY OF BAYTOWN ON THE 1ST DAY OF APRIL, 1978, FOR THE PURPOSE OF ELECTING A MAYOR FROM THE CITY AT LARGE TO SERVE THE REMAINDER OF A TWO -YEAR TERM AND THREE (3) COUNCILMEN FROM THE RESPECTIVE DISTRICTS NOS. ONE (1), FOUR (4), AND FIVE (5) TO SERVE REGULAR TWO YEAR TERMS; DECLARING THE RESULTS OF SAID ELECTION; FINDING THAT NOTICE OF SAID ELECTION WAS DULY AND PROPERLY GIVEN AND THAT SAID ELECTION WAS PROPERLY HELD AND THE RETURNS THEREOF MADE BY THE PROPER OFFICIALS IN ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS. Oaths of Office Judge Raymond T. Donnelly administered Oaths of Office to the newly elected Mayor and Councilmen. Mayor Hutto presiding. Ordinance Ordering Special Run -Off Election The Administration recommended approval of Proposed Ordinance No. 80410 -1, ordering a Special Run -Off Election for Saturday, April 22, 1978, to elect a Councilman from District No. Four (4). Councilman Kloesel moved for the adoption of the ordinance; Councilman Cannon seconded the motion. The vote follows: Ayes: Council members Lander, Kloesel, Wilbanks and Cannon Mayor Hutto Nays: None ORDINANCE NO. 2440 AN ORDINANCE ORDERING A SPECIAL ELECTION TO BE HELD THE 22ND DAY OF APRIL, 1978, FOR THE PURPOSE OF ELECTING A COUNCILMAN FROM DISTRICT NO. FOUR (4); PROVIDING FOR ELECTION OFFICERS; DESIGNATING THE PLACES AND MANNER OF HOLDING SAID ELECTION; PRESCRIBING THE HOURS; PROVIDING FOR A CANVASSING BOARD FOR ABSENTEE BALLOTS; AND PRO- VIDING FOR THE POSTING AND PUBLICATION OF NOTICE. Resolution Commending Mayor Tom Gentry After reading Resolution No. 616 commending Mayor Tom Gentry for his service to the City as Councilman and Mayor, Council- man Lander moved for the adoption of said resolution; Councilman Kloesel seconded the motion. Council unanimously approved the resolution. RESOLUTION NO. 616 AN UNANIMOUS RESOLUTION OF THE CITY COUNCIL EXPRESSING DEEP GRATITUDE FOR TOM GENTRY'S CONTRIBUTIONS TO THE CITY OF BAYTOWN. 80410 -3 Minutes of the Special Meeting - April 10, 1978 Mayor Hutto then asked Mayor Gentry to step forward, and Mayor Gentry was presented with a plaque in honor of his many years of service to the City. There being no further business to be transacted, Council- man Kloesel moved to adjourn; Councilman Lander seconded the motion. The vote was unanimous to adjourn. Eileen P. Hall, City Clerk
