1977 12 22 CC Minutes, Emergency71222 -1 MINUTES OF THE EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN December 22, 1977 The City Council of the City of Baytown, Texas, met in emergency session Thursday, December 22, 1977, at 7:15 a.m. in the Conference Room of the Baytown City Hall. The following members were in attendance: Jody Lander Jack Kimmons Ted Kloesel Mary E. Wilbanks Emmett Hutto Allen Cannon Tom Gentry Fritz Lanham Dan Savage Scott Bounds Neel Richardson Karen Petru Absent: Eileen P. Hall Councilman Councilman Councilman Councilwoman Councilman Councilman Mayor City Manager Assistant City Manager Assistant City Attorney City Attorney Deputy City Clerk City Clerk Mayor Gentry called the meeting to order and the following business was transacted: Consider Amending Chapter 11, "Electrical Code ", of the Code of Ordinances of the City of Baytown, Texas Ordinance No. 2331, amending the Code of Ordinances, Chapter 11, "Electrical Code," by the amendments of Articles 1, 2, and 3, •- was passed on October 23, 1977. However, since that time, problems have arisen regarding the amount of bond required by the new ordinance, the requirement of having a magnetic sign affixed to the company's vehicles, and the journeyman- apprentice ratio. During the discussion explained that it was very this size bond on a small Administration recommended would repeal Ordinance No. as it previously existed. concerning these problems, Mayor Gentry possible that there is no market for electrical contracting business. The• approval of Ordinance No. 2388 which 2331 and readopt Chapter 11 of the Code Councilman Kimmons moved for the adoption of the ordinance; Councilman Lander seconded the motion. Councilman Kloesel pointed out that there was a need to act on a new ordinance because of pending applications. Mayor Gentry said that Council could take action on a new ordinance as soon as the electrical contractors could meet with the Electrical Board to get a clarification on the amendments that will be proposed, and if necessary meet with Council. The vote follows: Ayes: Council members Lander, Kimmons, Kloesel, Wilbanks, Hutto and Cannon Mayor Gentry Nays: None 71222 -2 Minutes of the Emergency Meeting - December 22, 1977 ORDINANCE NO. 2388 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, DECLARING THAT AN EMERGENCY SITUATION EXISTS; AMENDING THE CODE OF ORDINANCES, CHAPTER 11, "ELECTRICAL CODE," BY THE AMENDMENT OF ARTICLE 1, ADMINISTRATION, DIVISION 1, ELECTRICAL BOARD, ARTICLE 2, LICENSES, AND RESTRICTIONS UNDER LICENSES, AND ARTICLE 3, PERMITS AND INSPECTIONS; REPEALING ORDINANCES INCONSISTENT HEREWITH, ESTABLISHING A PENALTY, AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE HEREOF. Adjourn With no further business to be transacted, Councilman Kloesel moved for adjournment; Councilman Kimmons seconded the motion. The vote for adjournment was unanimous. APPROVED: Eileen P.
