MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
October 6, 1977
The City Council of the City of Baytown, Texas, met in
special session Thursday, October 6, 1977, at 5:00 p.m.
in the Council Chamber of the Baytown City Hall. The fol-
lowing members were in attendance:

Mayor Gentry called the meeting to order and the following
business was transacted:
Ordinance - Authorizing the Execution of an Earnest Money Contract
for the Purchase of Land for the BAWA Plant Site
This special meeting of the City Council was called because Texas
Wesleyan, owner of one tract of land being considered for the BAWA
plant site, has set a deadline to be notified of BAWA's wishes
regarding entering a contract for the purchase of that land. The
tract consists of approximately 30 acres for which the owner will
accept the offer of $3,500.00 per acre. This ordinance will authorize
BAWA to execute an earnest money contract for the amount of $2,000.00
- to purchase this tract. The Administration recommended approval of
the ordinance.
Councilman Kimmons moved for the adoption of the ordinance; Council-
man Hutto seconded the motion. The vote follows:

ORDINANCE NO. 2322
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS, APPROVING AND AUTHORIZING THE
EXECUTION OF AN EARNEST MONEY CONTRACT BETWEEN
TEXAS WESLEYAN COLLEGE FOR THE PURCHASE OF REAL
ESTATE PROPERTY FOR THE BAYTOWN AREA WATER AU-
THORITY WATER TREATMENT FACILITIES; AND PROVIDING
FOR THE EFFECTIVE DATE HEREOF.
Ordinance - Authorizing the Execution of a Contract with Lockwood
Andrews & Newnam, Inc. to Proceed with Water System Study
During the budget work sessions, $25,000.00 was allocated to be
used toward a study of the City of Baytown's water system. Lockwood,
Andrews & Newnam, Inc. has submitted a proposal to perform this study
which would be performed in accordance with Section 2b of the contract
between BAWA and Lockwood, Andrews & Newnam, Inc. for this type work.
However, this would be a contract between the City of Baytown and
Lockwood, Andrews and Newnam, Inc. because the study would be of

existing facilities, but would be done so that the existing
facilities could become an intergrated part of the BAWA plant.
This contract provides the maximum that may be charged to per-
form this study is $21,500.00 -- actually, the services will
be performed on an hourly basis up to $21,500.00. The Admin-
istration recommended approval of the ordinance.
Councilwoman Wilbanks moved for the adoption of the ordinance;
Councilman Hutto seconded the motion.

ORDINANCE NO. 2323
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS, AUTHORIZING ENGINEERING STUDIES
BY LOCKWOOD, ANDREWS $ NEWNAM, INC. FOR THE CITY
OF BAYTOWN AND PROVIDING FOR THE EFFECTIVE DATE
HEREOF.
Authorization for Lockwood, Andrews & Newnam, Inc. to Proceed
with Plans and Specifications for Construction of Water
Treatment Plant
The BAWA Board has recommended that City Council authorize
Lockwood, Andrews & Newnam, Inc. to proceed with plans and speci-
fications for the water treatment plant at the site where the two
parcels of land have been purchased. Included in the authorization
would be the necessary soil tests, survey studies, and engineering.
In making their recommendation, the BAWA Board considered the
feasibility of a 9MGD plant versus a 13MGD plant, and recommended
that the plans and specifications be drawn for a 13MGD plant since
there would be a difference of approximately $2,000,000.00, and
upon completion of a 9MGD plant, an addition to the plant would
have to be constructed. There were times this past summer when the
city pumped 10MGD. The Consulting Engineers to BAWA and the Admin-
istration of the City of Baytown concurred with the BAWA Board's
recommendation.
Councilman Hutto moved to authorize the firm of Lockwood, Andrews
$ Newnam, Inc. to proceed with plans and specifications for a 13MGD
plant; Councilman Kimmons seconded the motion. The vote follows:

Ordinance - Authorizing the Exchange of Property with San Jacinto
Methodist Hospital for Right of Way for the Relocation of Price
Street
The Administration of San Jacinto Methodist Hospital has
requested that action be taken on this matter at this meeting.
The Council previously had authorized the exchange of right of
way to relocate Price Street, but in order to proVerly effect
this exchange an ordinance must be adopted authorizing the ex-
change. The Administration recommended approval of the ordinance. J

ORDINANCE NO. 2324
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS, AUTHORIZING THE EXCHANGE OF LAND
OWNED BY THE CITY OF BAYTOWN FOR LAND OWNED BY
SAN JACINTO METHODIST HOSPITAL; DIRECTING THE
MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST TO
INSTRUMENTS CONVEYING SAID LAND TO SAN JACINTO
METHODIST HOSPITAL; AND PROVIDING FOR THE EFFECTIVE
DATE HEREOF.
There being no further business to transact, Councilman
Hutto moved to adourn; Councilwoman Wilbanks seconded the
motion. The vote was unanimous in favor of adjourning.
