MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
July 12, 1977
The City Council of the City of Baytown, Texas, met in special
session Tuesday, July 12, 1977, at 5:00 p.m. in the Council Chamber
of the Baytown City Hall. The following members were in attendance:

Mayor Gentry called the meeting to order to consider the
following business:
Annexation - First Reading - Houston Lighting $ Power Company
Property
The City Council held a public hearing on June 23, during the
regular Council Meeting, regarding the proposed annexation of Houston
Lighting & Power Company property. There was no opposition to the
proposed annexation. In order to comply with the provision of the
law which specifies that the first reading of an annexation ordinance
must be at least ten days but not more than twenty days after the pub-
lic hearing, the Council must act on this proposed annexation, as well
as the proposed annexation of Chaparral Village, Section Nos. IV and V
prior to July 14, the date of the next regular meeting. This annexa-
tion is being proposed in accordance with the Industrial District Policy
of the City of Baytown and the Industrial District Contract authorized
by Council. The Administration recommended approval of the ordinance
on first reading.
Councilman Kloesel moved to adopt the ordinance; Councilman Kimmons
seconded the motion. The vote follows:
Ayes: Council members Kimmons, Kloesel, Wilbanks and Hutto

ORDINANCE NO. 2258
AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN
BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS, AND THE
ANNEXATION OF CERTAIN TERRITORY, WHICH SAID TERRITORY
LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS
OF THE CITY OF BAYTOWN, TEXAS.
Annexation - First Reading - Chaparral Village, Section Nos. IV and V
The City Council held a public hearing on June 23, during the
regular Council Meeting, regarding the proposed annexation of Chaparral
Village, Section Nos. IV and V. There was no opposition to the pro-
posed annexation. The Administration recommended adoption of the
ordinance of first reading. This proposed annexation is consistent
with past policy of annexation of subdivisions which are being developed.

Councilman Hutto moved to adopt the ordinance; Councilman
Kimmons seconded the motion.
In response to an inquiry from Councilman Kloesel, the developer
of the subdivision explained that construction had begun on four
houses and the slab had been poured for two houses. Section IV
will consist of 138 lots; Section V of 30 lots. The advantage to
annexation of a subdivision prior to completion of construction is
that the City Inspection Department will then have the authority to
inspect the premises to insure proper installation. The vote
follows:

ORDINANCE NO. 2259

TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT
BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS.
The Council was polled to determine how many members would be
able to participate in the public hearing before the Department
of Highways and Public Transporation Commission on Monday, August 1.
Adj ourn
There being no further business to transact, Councilman Kloesel
moved to adjourn; the motion was seconded by Councilman Kimmons.
The vote was unanimous in favor of adjourning.
