MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
October 19, 1976
The City Council of the City of Baytown, Texas, met in
special session, Tuesday, October 19, 1976, at 4:30 p.m. in the
Council Chamber of the Baytown City Hall. The following members
were in attendance:

Mayor Gentry called the meeting to order so that Council
could consider a proposed change order to the contract with Spaw
Glass on the expansion to the library.
The roof on the library is sixteen -- seventeen years old,
with the lower roof housing the air conditioning units for the
building and thereby, having more traffic which has caused this
portion to be in worse condition than the upper roof. Both sections
of roof are in need of being replaced, but at present, the lower
roof is leaking; therefore, since the contractor is on the job and
has agreed to this addition at an estimated cost of $9,263 which
will include not only the re- roofing, but also the necessary elec-
trical and mechanical work involved to keep the air conditioning
and heating systems operable, the Consulting Architects recommended
that the lower roof be replaced by change order to the present con-
tract; the Administration concurred with this recommendation. An
estimate was also obtained to replace the upper roof but this esti-
mate was excessive so the Administration will ask Council authorization
to advertise for bids at a later date.
Councilman Kloesel moved for the adoption of the ordinance;
Councilwoman Wilbanks seconded the motion. The vote follows:

ORDINANCE NO. 2100
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS, AUTHORIZING A CHANGE ORDER TO THE
CONTRACT WITH SPAW GLASS, INC. FOR THE STERLING
MUNICIPAL LIBRARY EXPANSION AND REMODELING AND
PROVIDING FOR THE EFFECTIVE DATE HEREOF.
The Consulting Architect, William Burge, requested Council
action to add to the contract the necessary steel anglers to hold
the large window on the south side of the library in place at an
estimated cost of $557.00. Mr. Lanham explained that in accordance
with the ordinance authorizing the expansion to the library, the
City Manager was authorized to add an amount not to exceed $5,000.00
to the contract, but the Administration felt that Council approval
should be obtained. Council had no objections to this addition, and
asked the City Manager to handle the matter in accordance with the
provisions of the ordinance.

Another item that was brought before Council was the purchase
of 300 additional yards of carpet to be stored for the purpose of
patching as needed. No price had been obtained but the price should
be based on $11.30 per square yard. Council concurred that this too
was a small item that could be dealt with by the City Manager.
