1976 06 21 CC Minutes, Special6138 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN June 21, 1976 The City Council of the City of Baytown, Texas, met in a joint session with the Board of Trustees of the Goose Creek Independent School District, Monday, June 21, 1976, at 5:15 p.m. in the Board Room of the School Administration Building. The following members were in attendance: Jody Lander Jack Kimmons Ted Kloesel Emmett Hutto Allen Cannon Mary E. Wilbanks Tom Gentry Neel Richardson Eileen P. Hall Dan Savage Councilman Councilman Councilman Councilman Councilman Councilwoman Mayor City Attorney City Clerk Acting City Manager Mayor Gentry called the meeting to order and stated that the reason for this joint meeting was due to the fact Mr. Willie Moreno, President of the Board of Trustees, had contacted the City Administration and indicated that in an informal poll of the Board, it appeared that the Board might favor the alternate proposal with regard to the design of the mural. Therefore, when Mr. Moreno arrived, Mayor Gentry requested that he ask the Board to take a straw vote on the two proposed designs. During the straw vote, Mrs. Jean Sheppard was recognized by Mr. Moreno, and she commented that the design depicting a flock of geese would be more representative of the history of this area. The straw vote follows: For original proposal - Board members Going and Harmon For alternate proposal - Board members Bordelon, Swofford, and Moreno Mr. Moreno stated that an abstract dated 1824 indicates that the name Goose Creek was selected due to the settling of geese on the stream and the name Cedar Bayou was selected be- cause of the cedar growing on its banks. Mayor Gentry advised the School Board that it was not the City Council's intention to draw the Board into this matter, other than the Council did feel that the Board should have some discretion since the school district did own the land where the mural was to be situated. He then proposed that if Council felt the alternate proposal was more appropriate than the design which had already been accepted and voted upon, a motion to this effect should be rendered. Councilman Lander moved to adopt the alternate proposal; Councilwoman Wilbanks seconded the motion. In the discussion that followed, Council determined that the artist and the Parks and Recreation Department were in the best position to determine the size of the scene. Also, Council expressed the desire to continue in the same enthusiastic spirit which had been prevalent with regard to the Bicentennial Celebration. i 6139 Minutes of the Special Session - June 21, 1976 Mr. Rountree assured Council that the artist would have ample time, weather permitting, to complete the project prior to the July 4, 1976, Bicentennial Celebration. The vote follows: Ayes: Council members Lander, Kimmons, Kloesel, Hutto, Cannon and Wilbanks Mayor Gentry Nays: None There being no further business to transact, the motion was made and duly seconded to adjourn.
