MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
February 3, 1976
The City Council of the City of Baytown, Texas, met in special session,
Tuesday, February 3, 1976, at 7:00 a.m. in the Conference Room of the
Baytown City Hall. The following members were in attendance:

Mayor Gentry called the meeting to order.
Hearing on Benefits - Decker Drive
The Council previously adopted Ordinance No. 1930, setting February 12,
1976, as the date for hearing on benefits on the Decker Drive Street Improve-
ment Project. When the notice of said hearing was published, the date was
omitted, therefore a new hearing date must be set in order to have ample
time for proper notice. Proposed Ordinance No. 60203 -1 will set the hearing
for February 26. Councilman Walmsley moved to adopt the ordinance;
Councilman Lander seconded the motion. The vote follows:
Ayes: Council members Lander, Pool, Wilbanks, Hutto and Walmsley

ORDINANCE NO. 1942
AN ORDINANCE OF THE CITY COUNCIL OF BAYTOWN, TEXAS,
RATIFYING AND CONFIRMING THE ACTION HERETOFORE TAKEN BY
THE CITY COUNCIL DETERMINING THE NECESSITY FOR AND ORDERING
THE PERMANENT IMPROVEMENT OF CERTAIN PORTIONS OF DECKER
DRIVE AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF SAID
IMPROVEMENT TO BROWN & ROOT, INC.; REPEALING ORDINANCE NO.
1930; APPROVING AND ADOPTING A NEW STATEMENT OF THE CITY
ENGINEER SHOWING THE ESTIMATED COSTS OF IMPROVEMENTS ON
SAID STREET, INCLUDING ESTIMATES OF THE AMOUNTS PER FRONT
FOOT PROPOSED TO BE ASSESSED AGAINST THE PROPERTY ABUTTING
UPON SAID STREET TO BE IMPROVED AND THE OWNERS THEREOF, AND
OF OTHER COSTS AND MATTERS RELATING THERETO, ORDERING THAT
A HEARING BE HELD AND GIVEN TO ALL OWNING OR CLAIMING INTERESTS
IN PROPERTY ABUTTING SUCH PROPOSED IMPROVEMENTS AND AS TO OTHER
MATTERS RELATING THERETO, SETTING AND FIXING THE TIME AND PLACE
OF SAID HEARING AND DIRECTING THAT NOTICE THEREOF BE GIVEN; AND
PROVIDING FOR THE EFFECTIVE DATE HEREOF.
Sliplining - Harold Lane, Cedar Bayou Road, Nolan Road, and Decker Drive
Three bids were received Monday, February 2, 1976, for the sliplining
on Harold Lane, Cedar Bayou Road, Nolan Road, and Decker Drive.
Channel Construction Co., Inc. $ 85,356.00
Shur -Flo, Inc. $ 98,988.00
R. T. Bishop Construction Co., Inc. $ 117,250.00

Mr. Lanham recommended acceptance of the low bid of Channel Construction
Company, Inc. for Eighty -Five Thousand Three Hundred Fifty -Six and No /100
($85,356.00) Dollars. Councilman Lander moved to award the bid as re-
commended; Councilman Walmsley seconded the motion. The vote follows:
Ayes: Council members Lander, Pool, Wilbanks, Hutto and Walmsley

ORDINANCE NO. 1943
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
ACCEPTING THE BID OF CHANNEL CONSTRUCTION COMPANY, INC., FOR THE
SLIPLINING OF SANITARY SEWER LINES ON HAROLD LANE, CEDAR BAYOU
ROAD, NOLAN ROAD AND DECKER DRIVE AND AUTHORIZING THE CONTRACTING
OF INDEBTEDNESS BY THE CITY FOR THE SUM OF EIGHTY -FIVE THOUSAND
THREE HUNDRED FIFTY -SIX AND NO /100 ($85,356.00) DOLLARS WITH
REGARD TO SUCH AGREEMENT.
Appointment - Mayor's Committee on Transportation
Mrs. Winnie Brown will not be able to serve on the Mayor's Committee
on Transportation; therefore, Mayor Gentry asked Council to consider the
appointment of Mr. Jimmy Day to fill this vacancy. This Committee has
been organized to co- ordinate the efforts of state, county and city pro-
grams with regard to furnishing aid to senior citizens. Councilman Pool
moved to appoint Mr. Day; Councilman Walmsley seconded the motion. The
vote follows:
Ayes: Council members Lander, Pool, Wilbanks, Hutto and Walmsley
Mayor Gentry
Nays: None
rThere being no further business to transact, Councilman Hutto moved
to adjourn; Councilman Walmsley seconded the motion. The vote was un-
animous to adjourn.
