1975 09 22 CC Minutes, Special5901 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN September 22, 1975 The City Council of the City of Baytown met in Special session, Monday, September 22, 1975, at 7:00 A. M., in the Conference Room of the Baytown City Hall. The following members attended: Jody Lander Tom Walmsley Mary E. Wilbanks Emmett 0. Hutto Tom Gentry Fritz Lanham Neel Richardson Dan Savage Absent: Fred Bednarski, Jr. Charles Pool Councilman Councilman Councilman Councilman Mayor City Manager City Attorney Assistant City Manager Councilman Councilman Mayro Gentry called the meeting to order and the following business was transacted. Award Bid - Rollingbrook Drive Bridges Council selected the low bidder for construction of the Rollingbrook Drive bridges on August 28, 1975, but action on a contract was held up pending receipt of the appropriate documents from the participants in this project. These documents have been secured, and the cost will be shared as follows: City: $50,222 County: $50,222 Rogers & other land owners: $38,259 Shindler & Cummings: $ 4,856.53 Total: $143,559 Mr. Lanham recommended proceeding with the project and awarding the contract to the low bidder, Hanna Construction Company. Commissioner Fonteno has indicated funds would be available in the county's next budget, March 1, 1976. Councilman Lander moved to award the contract to Hanna Construction; Councilman Hutto seconded the motion: Ayes: Council members Lander, Walmsley, Wilbanks and Hutto Mayor Gentry Nays: None Improvement of Baker Road by Harris County The 1973 Harris County bond election included funds for the rebuilding of Baker Road, from North Main to Decker Drive. Baker will be four lanes from North Main to Goose Creek, and then will narrow to two lanes before the intersection with Garth Road. The remainder of Baker Road will be two lanes with open ditches. The county has acquired right of way for an eventual four -lane roadway. Plans call for the roadway to be lowered, as much as two feet in some places. The County had been contacted about leaving the road at its present elevation, and directing the drainage t the middle of the roadway. Mr. Doss, county engineer, indicated that the savings for this would not be substantial enough, and that they would have to stay with the open ditch on eigher side of the road. Redesigning the project to leave Baker Road at its present elevation would require an additional thirty days. Commissioner Fonteno has indicated that if plans are changed, funds may not be adequate to complete the work. Councilman Lander moved to indicate to the county that the council has no objec- tion to the road as it is presently designed, but as long as lowering the road is kept at a minimum. Councilman Walmsley seconded the motion.
