Mayor Gentry called the meeting to order and the invocation was offered by
Councilman Walmsley.
Approve Minutes
Councilman Bednarski moved approval of the minutes of the regular meeting held
July 10 and ratification of the actions taken at that meeting; Councilman Walmsley seconded
the motion:

Petitions
There were no petitions presented.
City Manager's Report
The Department of Housing and Urban Development has reviewed our preapplication
for Community Development Funds for the first year and has compared it to others they
have received. They have advised that Baytown has little chance of receiving funding,
and that we should not file a full application for a grant.
In competition with other cities in our classification, Baytown was given the
following ratings:
Substandard housing criteria - average
Poverty - average
Rapid population change - low
Imminent threat to health and safety criteria - low
Mr. Lanham reported he was unable to get any information on how much money,
if any, has been allocated to the Houston area for cities in our classification, and would
like to get this information before making a recommendation to council.
Garth Road - The contractor has poured south to Schilling Street; rain has delayed work.
Sanitary Sewer Improvement - the sewer line in back of Gulf Coast Hospital is in service,
as is the lift station.
Mr. Tom Masterson is in the process of developing a bond retirement schedule for council's
consideration. Council concurred to meet Tuesday, July 29 at 7:00 a.m. for a work session
with Mr. Masterson.
Mr. Ira LeBlanc
Mr. Ira LeBlanc appeared before council to again ask council action with regard
to speeding on Memorial Drive. Mr. LeBlanc expressed the opinion thatthe police deaprtment
does not have the personnel to deal with this problem effectively, and that the speeding
fines in Baytown are ridiculously low. Mr. LeBlanc suggested obstacles should be placed
on streets where speeding is a problem, and recommended that council authorize two stop
sign locations on Memorial. This would serve two purposes - that of slowing traffic, and
stopping the thru -truck traffic from using Memorial Drive instead of Garth Road.

Industrial District Agreement - Stauffer Chemical Company
Proposed Ordinance NO. 50724 -1 authorizes the Mayor to execute an Industrial
District Agreement between the City and Stauffer Chemical Company. This agreement is
consistent with the other agreements with industries in Industrial District No. 1.

ORDINANCE NO. 1831
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,

AN INDUSTRIAL DISTRICT CONTRACT BETWEEN STAUFFER CHEMICAL COMPANY
AND THE CITY OF BAYTOWN, TEXAS, AND PROVIDING FOR THE EFFECTIVE
DATE HEREOF.
First Reading - Annex Certain U. S. Steel Properties
Proposed Ordinance NO. 50724 -2 annexes, on first reading, certain property
belonging to U. S. Steel. A public hearing was held on the proposed annexation,
which is consistent with the Industrial District Policy.

AN ORIDNANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS
OF THE CITY OF BAYTOWN, TEXAS, AND THE ANNEXATION OF CERTAIN TERRITORY,
WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARLY
LIMITS OF THE CITY OF BAYTOWN, TEXAS.
Include Certain Areas in Industrial District No. 3
Proposed Ordinance No. 50724 -3 amends Ordinance NO. 899 to include certain
areas located within the extraterritorial jurisdiction of the City in Industrial Distdct:
No. 3. U. S. Steel has acquired more property and has requested the City include this
in our Industrial District No. 3. Mr. Lanham recommended approval.

One of the reasons these bids are so much higher than the estimate is that
drainage work and culverts were added to the specifications. This has not been done in
the past, but the city forces cannot do all the drainage work that must be done before
paving begins. The reason for Decker Drive being so much higher than the estimate is that
the original plans called for minor repairs to the existing street and overlaying with
asphalt. Tests were made of tbepaving, however, that showed much of the street was con -.
structed of shell concrete. Much of this has broken up and deteriorated under the
heavy traffic. Asphalt overlaying would only provide termporary relief. In addition,
the plans for Spur 330 were examined, and the city's improvements to Decker were not
consistent with the State's. As a result, an additional lane of traffic was added to
the specifications, as well as 6" lime stabilized subgrade and 8" re- inforced concrete.
Brown & Root's bid is about $150,000 more than the funds available in the budget.
Included in the Decker Drive project was an asphalt overlay around Thomas Circle.
This having been constructed of shell concrete with an asphalt overlay, there are many
base failures and a new surface would also be temporary. The traffic circle improvement
would begin at the intersection of Decker and Defee, and extend onto Market and Texas
Avenue. This portion of the bid was about $66,000. The traffic study recently done by
Mr. Hudson recommended that the circle be eliminated and a normal intersection be
constructed. For this reason, Mr. Lanham recommended awarding the bid to Brown & Root,
but deleting the traffic circle improvement at this time. The Traffic Committee could
study this situation and make a recommendation to council at the second meeting in August
as to what should be done. Should council decide to leave the circle and not construct an
intersection, the $66,000 for overlaying work could be added to the contract with Brown
& Root at the beginning of the new budget year.
With regard to funds for this phase of the street program, the budgeted funds
together with about $90,000 uncommitted bond funds will be adequate, provided the traffic
circle is not included in the contract at this time. The bond funds are available since
the city's portion of the Bayway Drive improvement was reduced.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
ACCEPTING THE BID OF BROWN & ROOT, INC. FOR THE CONSTRUCTION OF
PHASE II, 1975, STREET IMPROVEMENT PROGRAM AND AUTHORIZING THE
CONT R ACTING OF INDEBTEDNESS BY THE CITY FOR THE SUM OF FOUR
HUNDRED FIFTY -ONE THOUSAND FOUR HUNDRED SEVENTY -TWO AND 25/100
($451,472.25) DOLLARS WITH REGARD TO SUCH AGREEMENT.
The administration will probably come back to council with an assessment
paving program for the curb & gutter on Decker Drive.
Award Bid - Calcium Hypochlorite
Bids were opened July 8 for an estimated 10,000 pounds of calcium hypochlorite.

AN ESTIMATED QUANTITIES OF CALCIUM HYPOCHLORITE ON A UNIT PRICE
BASIS WITH THE COMPENSATION TO BE PAID TO BE BASED UPON THE ACUTAL

Only one bid was received for the purchase of an estimated quantities
of ready mix concrete:

This bid will be firm through December, at which time it will increase to $30.25, and
remain firm until June 30, 1976. Mr. Lanham recommended awarding the bid.

Establish Temporary No Parking Zone on Park Street _
Proposed Ordinance NO. 50724 -12 would establish a temporary "No Parking
Anytime Zone" on Park Street. No parking would be permitted on either side of Park
for a distance of 120 feet east and 550 feet west of the overpass of San Jacinto
at Park Street. This is a recommendationof the Traffic Committee and Mr. Lanham
recommended approval. Councilman Bednarski moved to accept the recommendation;

Mayor Gentry reported that he and Mr. Richardson would be attending a meeting
tomorrow morning in the Mayor's office of the City of Baytown with regard to
HL & P's request for a rate increase.
