THE MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN April 15, 1975 The City Council of the City of Baytown met in special session on Tuesday, April 15, 1975 in the Council Chamber of the Baytown City Hall. The following members attended: Jody Lander *Fred Bednarski, *Charles Pool Mary E. Wilbanks Henry Dittman Tom Walmsley Tom Gentry Fritz Lanham Neel Richardson Edna Oliver Howard Northcutt Councilman Jr. Councilman Councilman Councilwoman Councilman Councilman Mayor City Manager City Attorney City Clerk Assistant City Manager Mayor Gentry called the meeting to order at 5:30 P. M., and the following business was transacted: Correct Initiation Ordinance - Post Oak Drive Propsoed Ordinance No. 50415 -1 will change, alter, and amend Ordinances Nos. 1704 and 1734, which determined the necessity for improvement to Post Oak Drive. Those ordinances contained an error in the description of the project, and in order to have a valid assessment paving project, it is necessary to correct the description before proceeding. ( *Councilman Pool present) Councilman Lander moved to approve the proposed Ordinance No. 50415 -1; Councilman Walmsley seconded the motion: 71 Ayes: Council members Lander, Pool, Wilbanks, Dittman and Walmsley " Mayor Gentry Nays: None ORDINANCE NO. 1785 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, CHANGING, ALTERING, AND AMENDING ORDINANCE NO. 1704 HERETOFORE ENACTED ON THE 9th DAY OF JANUARY, 1975, BY CHANGING, ALTERING, AND AMENDING THE DESCRIPTION OF THAT PORTION OF POST OAK DRIVE TO BE IMPROVED SO THAT SAID DESCRIPTION SHALL HEREAFTER BE, AND READ, AS HEREIN SET OUT; DIRECTING THE CITY CLERK TO FILE AN AMENDED NOTICE WITH THE COUNTY CLERK REVISING THE NOTICES HERE- TOFORE FILED PURSUANT TO THE ENACTION OF ORDINANCES NOS. 1704 AND 1734; AND PROVIDING FOR THE EFFECTIVE DATE HEREOF. Proposed Ordinance NO. 50415 -2 will cancel the hearing on benefits that was scheduled for April 9, with regard to the Post Oak Drive assessment paving project. The City Council will determine and set another date for the hearing at the next regular council meeting. 6ouncilman Dittman moved to adopt the ordinance; CouncilmanWalmsley seconded the motion: Ayes: Council members Lander, Pool, Wilbanks, Dittman and Walmsley Mayor Gentry Nays: None _ ORDINANCE NO. 1786 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, CANCELLING THE HEARING ON BENEFITS ORDER AND ADVERTISED FOR 7:00 O'CLOCK P.M. ON APRIL 9, 1975 ON THE POST OAK IMPROVEMENT PROJECT AND GIVING NOTICE THAT THE CITY COUNCIL WILL SET AND FIX A FUTURE TIME AND PLACE FOR A HEARING TO BE HELD AND GIVEN TO ALL OWNING OR CLAIMING INTEREST IN THE PROPERTY ABUTTING SUCH PROPOSED IMPROVEMENTS AND AS TO OTHER MATTERS RELATING THERETO AND GIVE NOTICE THEREOF IN THE MANNER PROVIDED BY LAW AND PROVIDING FOR THE EFFECTIVE DATE HEREOF. ( *Councilman Bednarski present) 5803 April 15, 1975 Consider Report from Capital Improvements Study Steering Committee The Steering Committee of the Capital Improvements Study Committee has evaluated the recommendations of the various subcommittees, and presented their final recommendations for the proposed 1975 Capital Improvements Program to be as follows: A. PUBLIC SAFETY 1. Traffic Signal Improvements 2. Fire Equipment B. DRAINAGE IMPROVEMENTS C. WATER SYSTEM IMPROVEMENTS D. SEWER SYSTEM IMPROVEMENTS E. STREET IMPROVEMENTS F. PUBLIC BUILDINGS 1. Library expansion 2. Museum G. PARKS & RECREATION ($650,000) Total: $ 900,000 ($250,000) $2,350,000 850,000 3,000,000 2,300,000 ($1,095,000) 1300,000 ($ 205,000) 1. Improvements, Development, Land Acquisition, Lighted Tennis Courts, City Beautification, Ball Fields, Day Camp Center, Picnic Facilities, Roads, Branch Community Building 1,300,000 2. Golf Course 1,300,000 TOTAL BOND PROPOSITION: $13,300,000 Council discussed the final recommendations of the subcommittees as listed above. The point was made that some of the projects, if approved by the voters, would mean an increase in operating expenses during each budget year due to additional personnel, utilities, and maintenance. At the next regular council meeting, Council will decide what issues will be included in the bond issue, and how each will be listed on the ballot. Since the Council will be meeting on March 30 to canvass the run -off election, the bond election could be called at that meeting. Mayor Gentry suggested council keep in mind May 27 as the date for the bond election. The subcommittees were asked to remain available to various groups and organizations for discussion of the proposals. Although the local funding of the Brownwood evacuation project was considered, it was not included in the proposals becasue it would not be feasible to obligate Three or Four Million Dollars when it is not known how much funding Congress might approve. Baytown, as the local sponsor, must provide 20% of the cost of evacuation; Congressmen Eckhardt is attempting to have this reduced to 15 %. Mayor Gentry stressed the importance of citizens realizing that another bond election may have to be called within the next five years. Mayor Gentry expressed the council's appreciation for the time and effort spent by the subcommittees in developing the proposed bond issues. East Defee - Intersection with Fourth Street Mrs. Bertha Nowlin, a resident of Defee Street, appeared before council to ask consideration be given again to either traffic light signalization, or stop signs at the intersection of Defee and Fourth Streets. Mrs. Nowlin reported another accident at that intersection which sent four persons to the hospital. Mayor Gentry directed the administration to take another look at this inter- section to determine how this problem may be solved. Adjourn With no further business to transact, Councilman Bednarski moved to adjourn the meeting and Councilman Lander seconded the motion. The vote was unanimous in favor.
