1974 10 16 CC Minutes, Special5708 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN October 16, 1974 The City Council of the City of Baytown met in special session, Wednesday, October 16, 1974, at 7:00 AmM, in the Conference Room of the Baytown City Hall. The following members attended: Mary E. Wilbanks Henry Dittman Tom Walmsley Jody Lander Fritz Lanham Neel Richardson Belinda Bingham Howard Northcutt Absent: Charles Pool Fred Bednarski, Jr. Tom Gentry Edna Oliver Councilwoman Councilman Councilman Mayor Pro Tem City Manager City Attorney Deputy City Clerk Assistant City Manager Councilman Councilman Mayor City Clerk Mayor Pro Tem Lander called the meeting to order and the following business was transacted. Canvass Election Mayor Pro Tem Lander directed the canvassing of the October 3 election concerning Collective Bargaining for the Fire Department to begin. All tabulations proved to be in order, with the final results being: FOR: 617 AGAINST: 1302 TOTAL: 1919 Councilwoman Wilbanks moved to accept the canvass by the adoption of Resolution No. 488; Councilman Dittman seconded the motion: Ayes: Council members Wilbanks, Dittman and Walmsley Mayor Pro Tem Lander Nays: None RESOLUTION NO. 488 A RESOLUTION CANVASSING THE RETURNS OF THE MUNICIPAL ELECTION HELD WITHIN THE CITY OF BAYTOWN ON THE 3RD DAY OF OCTOBER, 1974, FOR THE PURPOSE OF DETERMINING WHETHER THE STATE LAW AUTHORIZING COLLECTIVE BARGAINING FOR FIREFIGHTERS SHALL BE ADOPTED; FINDING THAT NOTICE OF SAID ELECTION WAS DULY AND PROPERLY GIVEN; AND THAT SAID ELECTION WAS PROPERLY HELD AND THE RETURNS THEREOF MADE BY THE PROPER OFFICIALS IN ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS. Adopt Policy for Use of Council Chamber Council discussed the proposed criteria for use of the Council Chamber by non - governmental organizations, and agreed that the suggestions presented at the council meeting on October 10 should be adopted. Councilman Dittman moved to adopt the criteria as presented by the administratioq Councilman Walmsley seconded the motion: Ayes: Council members Wilbanks, Dittman and Walmsley Mayor Pro Tem Lander Nays: None 5709 October 16, 1974 Unfinished Business - Baker Road Mayor Pro Tem Lander reported on a meeting of Commissioners' Court, at which a list of priorities resulting from the Harris County Bond Issue was discussed. Of the twenty -four streets that were approved in this election, only fifteen of them can be improved with the money voted. Baker Road was designated #13 on the priority list. It was decided that all roads in which all the necessary right of way has been acquired will be considered first. After the first of the year, the EPA will require an environmental impact stateme -t on all roads that carry Ten Thousand cars per day. County Commissioner Bray agreed that Baker Road is an important road and should be high on the priority list, however, there are problems in acquiring all the right of way that is needed, and construction cannot begin until this has been done. Because of the right of way, and the requirement of the EPA, a very lengthy delay in the Baker Road project is anticipated.
