1974 08 28 CC Minutes, Special5684 -A MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN August 28, 1974 The City Council of the City of Baytown met in special session, Wednesday, August 28, 1974 at 7:00 A.M., in the Conference Room of the Baytown City Hall with the following members in attendance: Charles Pool Councilman Henry Dittman Councilman Jody Lander Councilman Tom Walmsley Councilman Mary E. Wilbanks Councilman Tom Gentry Mayor Fritz Lanham City Manager Howard Northcutt Assistant City Manager Neel Richardson City Attorney Edna Oliver City Clerk Absent: Fred Bednarski Councilman Mayor Gentry called the meeting to order and called for the order of business. Adopt Ordinance — .Calling Special Election Firefighters Collective Bargaining At the August 8th meeting, the Council received petitions from Baytown City Firefighters requesting an election for the right to organize and bargain collectively. The petitions were referred to the Administration to check and establish validity in compliance with the law. At this meeting City Manager Lanham reported that from the approximate 1150 signatures, 740 of the names were shown on one of the Poll lists, Baytown having 12 precincts within its city limits. The required number was 681. The Council discussed the most feasible date and decided upon October 3rd for the election with Council Lander de- signated as the member of the City Council to canvass the absentee election returns. Councilman Pool then moved to adopt an ordinance ordering the special election to be held on October 3, and Councilman Lander named to the canvassing board. Councilman Dittman seconded the motion. The vote follows: Ayes: Councilmen Pool, Dittman, Lander, Walmsley and Councilwoman Wilbanks Mayor Gentry Nays: None The caption of the ordinance follows: ORDINANCE NO. 1652 AN ORDINANCE ORDERING A SPECIAL MUNICIPAL ELECTION TO BE HELD ON THE 3RD DAY OF OCTOBER, 1974, FOR THE PURPOSE OF DETERMINING WHETHER THE STATE LAW AUTHORIZING COLLECTIVE BARGAINING FOR FIREFIGHTERS SHALL BE ADOPTED; PROVIDING FOR ELECTION OFFICERS; PRESCRIBING THE HOURS; PROVIDING FOR A CANVASSING BOARD FOR ABSENTEE BALLOTS; PROVIDING FOR THE POSTING AND PUBLICATION OF NOTICE; AND PROVIDING FOR THE EFFECTIVE DATE HEREOF.
