MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
February 19, 1974
The City Council of the City of Baytown, Texas, met in special session on Tuesday,
February 19, 1974, at 6:30 a.m., in the Conference Room of the Baytown City Hall
with the following members present:

The meeting was called to order by Mayor Gentry. Ivan Langford and Wayne Smith,
resident engineer of Langford Engineering Co., met with the Council to review the work
which has been done to satisfy the requirements of EPA for a Federal grant toward the
construction of theEast District Sanitary Sewerage System, exclusive of the sewer lines.
By so doing, the City will be eligible for a grant covering 75% of the costs. The
study period covered by the report was October, 1973, through November, 1973, with
three alternate solutions for solvihg the infiltration /inflow problem.

Mr. Langford also gave a cost summary of the current construction projects to the
Central Sewer District, includingfive (5) contracts, at a cost of $3,803,000, plus
the sewage collection system extension and the Baker- Decker sports complex sanitary
sewers which is to be considered at this meeting. This will bring the cost summary
up to $5,651,100. Other relating estimates, such as funds available which included
bond funds and Federal grant funds, were shown in the summary presentation also.
Ordinance - Award Bid - Baker /Decker Drive and Sports Complex Sanitary Sewers
Two bids were received for the construction of sanitary sewers for Baker - Decker
Drive and the Sports Complex areas. The tabulations follow:
I.O.I. SYSTEM'S INC. Total: $1,488.561.00 Alternate: $1,522,219.00
WHITELAK, INC. Total: $1,330.048.00 Alternate: $1,361,191.75
Since the base bid exceeded the estimate in excess of 65 %, the council discussed
the feasibility of throwing out all bids received, make up three separate bid contracts
from the present plans or redesign the system in the area of the Sports Complex and rebid.
This would require about sixty (60) days to complete and receive bids. It was
the recommendation of theAdminis tration that the contract be awarded to Whitelak,on the
basis of the low bid. After some further discussion, Councilman Dittman moved to accept
the recommendation of the Administration, and to adopt the ordinance awarding the contract
to Whi telak, Inc., in the amount of$ $1,330,048.00; Councilman Pool seconded the motion:

ORDINANCE NO. 1552
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, ACCEPTING
THE BID OF WHITELAK, INC., FORTHE CONSTRUCTION PROJECT 44A, CONTRACT NO. 7,
BAKER - DECKER AND SPORTS COMPLEX SANITARY SEWERS; AND AUTHORIZING THE CONTRACTING
OF INDEBTEDNESS BY THE CITY FOR THE SUM OF ONE MILLION THREE HUNDRED THIRTY
THOUSAND FORTY -EIGHT AND N01100 ($1,330,048.00) DOLLARS WITH REGARD TO SUCH
AGREEMENT.

Councilman Lander then moved to adjourn the meeting; Councilman Dittman
seconded the motion, and Mayor Pro Tem Cannon declared the meeting adjourned.
