1973 10 17 CC Minutes, Emergency5515 MINUTES OF THE SPECIAL EMERGENCY COUNCIL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN October 17, 1973 A special emergency council meeting was held at 12:45 p.m., October 17, at the Holiday Inn, with the following members present: Tom Gentry Mayor Mary Wilbanks Councilwoman Henry Dittman Councilman Allen Cannon Councilman Jody Lander Councilman Fred Bednarski, Jr. Councilman Fritz Lanham City Manager Absent: Charles Pool Councilman The City Council met in special emergency session at 12:45 p.m., Wednesday- October 17, 1973, at the Holiday Inn. Proper notices of the meeting were posted. The purpose of the meeting was to consider bids received for the purchase of a garbage packer truck. Bids received are as follows: LUMUS BAYTOWN DODGE DAVIS TRUCK & EQUIP CO. HUGH WOOD FORD 1- Garbage Packer Truck: $13,004.02 $12,800.00 $14,823.15 Alternate I: 12,513.55 14,000.00 -- Alternate II: 13,517.77 -- -- The low bid, meeting specifications, was that of Davis Truck & Equipment Company in the amount of $12,800, with a delivery date of 45 calendar days. The Davis Truck & Equipment Company submitted an alternate for a 1974 Ford with a Heil Mark III body, with a bid of $14,000 and a delivery in 7 to 8 days. This unit exceeded the specifications as follows: , 391 CID Engine vs. 330 CID; full air brakes vs. hydraulic; 10 W. V. vs. spoke wheel; and tilt hood vs. standard cab. The City Manager explained that as a result of the change in the method of collecting garbage and trash, 10 routes have been established and only nine packer trucks are available. This requires the use of two open -bed trucks for collection on one route necessitating eight men, whereas, three men are required for a conventional packer unit. Approximately $3,423 in manpower costs would be saved by purchasing the vehicle that could be delivered in seven to ten days. In view of the fact that the alternate bid of Davis Truck & Equipment Company exceeds the specifications and primarily due to the fact that delivery can be made in seven to ten calendar days, the administration recommends the alternate bid of Davis Truck & Equipment Company in the annunt of $14,000. On motion by Councilman Bednarski, seconded by Councilman Lander, the Council voted unanimusly to accept the administration's recommendation.
