MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
November 30, 1972
The City Council of the City of Baytown met in special session Thursdya,
November 30, 1972, at 5:00 p.m. in the Council Chamber of the Baytown
City Hall with the following members in attendance:

Mayor Pro Tem Allen Cannon called the meeting to order and the following business
was transacted:
Award Bid - Contract III, Sanitary Sewer Improvements
Bids were received November 28 for Contract III of the Sanitary
Sewer Improvements. The tabulation follows:
Bayshore Constructors - Baytown $501,145.20
IOI Systems - Houston $681,690.00
S b C Constructors - Houston $552,410.00
Mr. Ivan Langford, Langford Engineering, reviewed the bids with Council,
and noted a deductive alternate in the bid of Bayshore Construction for
deletion of the bitumastic lining, reducing the total bid to $387,223
(rounded figure). A lack of interest by construction companies in this
project was indicated by the number of bids received. Mr. Langford explained
this could be the result of the availability of construction work at this time
of - year, allowing companies to be selective, andanother factor could be
the early, wet winter. He was of the opinion that Council had two alter-
natives concerning this bid. (1) Council could accept one of the bids.
(2) Council may reject all the bids and re- advertise as two separate
projects. The latter alternative could possibly attract more bidders, but
Mr. Langford had doubts if the bids would be better in view of the es-
calating costs of construction. Following general discussion of the bids,
Councilman Gentry moved to accept the low bid of Bayshore Constructors, with the
deductive alternate. Councilman Lander seconded the motion:

ORDINANCE NO. 1307
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, ACCEPTING
THE BID OF BAYSHORE CONSTRUCTORS, INCORPORATED, FOR THE CONSTRUCTION
OF SOUTH DISTRICT AND LOWER GOOSE CREEK INTERCEPTOR SEWERS, PROJECT 44A
CONRRACT NO. 3 AND AUTHORIZING THE CONTRACTING OF INDEBTEDNESS BY THE
CITY FOR THE SUM OF FOUR HUNDRED EIGHTY -SEVEN THOUSAND TWO HUNDRED
TWENTY AND 53/100 ($487,220.53) DOLLARS WITH REGARD TO SUCH AGREEMENT. —
Garth Road Improvement
Early in November Mr. Johnny Bpsch submitted a letter to Council
estimating the construction cost of Garth Road from Park to Baker to be $530,000

Mr. Busch has since indicated this was an error and should be
$1,040,000. Bids were scheduled to be received December 6; to give contractors
more time, Mr. Busch has extended the bid date to December 12.

Upon the motion made by Councilman Lander and seconded by Councilman
Pool, Council voted unanimously to adjourn -to a work session with Mr. Veverly
and the insurance committee. e
