MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
October 19, 1972
The City Council of the City of Baytown met in special session, Thursday,
October 19, 1972, at 5:00 p.m. , in the Council Chamber of the Baytown City Hall
with the following members in attendance:

Mayor Walker called the meeting to corder and the following business was transacted:
Award Bid - Hospitalization and Life Insurance
Approximately two months ago Council authorized advertising for bids for employees
hospitalization and life insurance. A employees committee was organized to study
the needs and make recommendations, and to review the bids with the representatives
r of the companies. Mr. Northcutt explained that three proposals were bid on. Two
Iproposals were increased benefits, and the third was the present paln. The Committee
_- has recommended, and Mr. Lanham concurred, accepting low bid of Republic National
Life Insurance Company for a cost (lincluding employees and City's cost) of $130,994.00
per year. The plan provodes $35 per day for hospital room and $25,000 major medical
benefits. Mr. Northcutt has .:contacted the Cities of Houston, Arlington and Orange,
which were very complimentary of Republic.
Mr. Richardson read the caption of Proposed Ordinance No. 21019 -1, awarding the bid
to Republic as recommended. Councilman Cannon moved to adopt the ordinance.
Councilman Walker seconded the motion.

Abstain: Councilman Gentry (Mr. Gentry explained his abstention was because he has been,
and is presently involved with several of the companies that
bid.)
ORDINANCE NO. 1286
AN ORDINANCE OF THE CITY COUNCIL OFTHE CITY OF BAYTOWN, TEXAS, ACCEPTING
THE BID OF REPUBLIC NATIONAL LIFE INSURANCE COMPANY FOR A GROUP INSURANCE
POLICY PROVIDING FOR LIFE INSURANCE, MAJOR MEDICAL BENEFITS, AND BASIC
MEDICAL BENEFITS FOR THE CITY OF BAYTOWN EMPLOYEES; AUTHORIZING AND DIRECTING
THE MAYOR AND CITY CLERK CLERK TO EXECUTE AND ATTEST TO A CONTRACT WITH
REPUBLIC NATIONAL LIFE INSURANCE COMPANY, AND DIRECTING PAYMENTS OF PREMIUMS
1 PURSUANT TO THE TERMS OF SAID CONTRACT AND PROVIDING FOR THE EFFECTIVE
DATE HEREOF.

Award Bid - Crawler /Tractor - Proposed Ordinance No. 21019 -2
Since the last Council meeting, Fogle Equipment Company has informed Mr. Lanham
that if the City will purchase the crawler /tractor for $50,000, all maintenance
costs, for 5 years above $12,000 will be borne by Fogle, and at the end of five
years, or 7500 hours, the City may keep the tractor or sell it to any firm it
chooses. Mr. Jim King, represneting Mustang Tractor, and Mr. Dick Gaukey,
representing Fogle were present and discussed their* bids with Council. Mustang
guarantees the City will spend no more than $30,000 in five years on maintenance.
Both representatives stated their guaranteed maintenance cost includes all
maintenance. Mr. Lanham has been assured by Mr. Gaukey that Fogle's service
will be improved and recommended awarping the bid to Fogle Equipment Company.
Councilman Gentry moved to accept the recommendation; Councilman Lander seconded
the motion. Mr. Richardson read the caption of the ordinance awarding the bid
and the vote was called:

ORDINANCE NO. 1287
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
ACCEPTING THE BASE BID (TOTAL COST PURCHASE) OF BOGLE EQUIPMENT
COMPANY FOR THE PURCHASE OF ONE ALLIS- CHALMERS RD16 CRAWLER - TRACTOR
AND AUTHORIZING THE PYAMENT OF THE SUM OF FIFTY THOUSAND AND N01100
($50,000) DOLLARS WITH REGARD TO SUCH AGREEMENT.
Parks & Recreation Advisory Board
This item is deferred until the next meeting.
Appoint Citizens Advisory Committee
Mayor Walker explained that the Corps of Engineers has requested appointment of '
a citizens advisory committee whose purpose would be to establish a line of
communication between the public and the Corps to provide them with public
preferences. At present, a study of Scott, Crystal and Burnet Bay is in
progress, and the Committee would become involved in this. Mayor Walker recommended
the following appointments be approved:

Andy Braswell Rev. Ron Smith Dean King
Al Chappell Dick Manne "Doc' Satterwhite
Ike Hall Bob Peterson Mrs. Jac$ W. Gilbert
Councilman Walker moved to a -prove the appointments; Councilman Cannon seconded
the motion. The corps plans to meet with the Committee on a regular basis in
order to learn and know the needs and concerns of the people in this area. Ex
officio members are representatives of Harris County Flood Control, Commissioners
Court, and State legislators.

Change Order - Street Improvement Contract
The fence on the Coady landfill site will be completed next week. The road to the site
is ready to be surfaced. Plans had been made to use "inverted Penetration" with City
crews doing the work; of the $30,000 allocated, $5,000 remainps. Mr. Lanham recommended
approval of a change in the contract with Brown & Root for Phase II of the St. ,
Improvement Program to authorize Brown & Root to surface the roadway with hot mix '
at a cost of $9,200. This recommendation was made because cold weather is approach-
ing and the hot mix will be a better surface for the heavy equipment traveling to a
and from the landfill. The additional $4,000 may be taken from contingency.
Councilman Gentry moved to accept the recommendation; Councilman Lander seconded.
