MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL,OF THE CITY OF BAYTOWN
July 13, 1972
The City Council of th a City of Baytown met in special session on Thursday,
July 13, 1972, at 5:00 p.m., in the Baytown City Hall with the following members
in attendance:

Mayor Walker called the meeting to order for consideration of bids received
for the water well on Decker Drive. The tabulation follows:
Layne Texas Company 90 working days $70,589.00
Katy Drilling, Inc. 100 working days $67,250.00
Texas Water Wells, Inc. 120 working days $64,878.00
Mr. Lanham recommended accepting the low bid of Texas Water Wells, Inc.
Councilman Gentry moved to adopt Ordinance No. 1253, awarding the bid as recommended.
Councilman Pool seconded the motion. The estimated cost of the well in the bond
program was $68,000. Following general discussion with Mr. Busch, consulting,
engineer, a vote on the motion was called:

Mr. Lanham noted that the site for the well has been purchased and a deed has been
obtained.
Discussion - Brick for police building
Mr. Bitsy Davis, architect, appeared relative to selection of a brick for
the new police building. Because a delay of 12 -16 weeks may occur if the brick is
ordered through normal channels, Mr. Davis felt it advisable to select a brick before
the need arises. He presented a slightly porous; blended -color brick which will be
within the money allowed; fifty thousand bircks will be needed and a local supplier
has sixty thousand on hand. Discussion followed as to other types of brick and the
cost range. Mr. Davis has made a survey, but did not have the information with him
at the meeting. Mayor Walker deferred action on the brick until Tuesday night's
regular council meeting, at which time Mr. Davis will present a variety of bricks
along with costs.
Discussion - Brownwood Perimeter Roads
Mr. Richardson has determined that an assessment process may be initiated
without rejecting the bids received July 5 for construction of the perimeter roads.
If Council desires, the assessment documents and initiation ordinance will be prepared
for consideration Tuesday night. A contract cannot be awarded until assessments have
been made; Mr. Richardson advised waiting until the last moment to let the contract,
keeping in mind voluntary liens to help pay the assessments levied against property
abutting the perimeter roads. Mr. Richardson advised the raising and topping of the
roads be considered as one project; the assessments would then be levied upon this
basis. He plans to present an estimated appraisal at Tuesday night's meeting, in
order to give Council and property owners an idea of what the enhancement will be.
Councilman Gentry moved to instruct the City Attorney to prepare the
necessary documents for initiating assessment proceedings, to be presented at Tuesiday
night's meeting. Mayor Walker called for a vote on the motion.
