MINUTES OF A SPECIAL
MEETING OF THE CITY COUNCIL OF BAYTOWN
January 17, 1972
The City Council of the City of Baytown, Texas met in special session at
12:00 o'clock noon, Monday, January 17 in theConference Room of the Baytown City
Hall with the following members in attendance:
Ted Kloesel Councilman
C. O. Walker Councilman
Jody Lander Councilman
Leonard Stasney Councilman
Allen Cannon Councilman
C. Glen Walker Mayor
Neel Riahardson City Attorney
Edna Oliver City Clerk
ABSENT: Jim McWilliams Councilman
Mayor Walker called the meeting to order, and the following business was
transacted:
Accept Resignation - D. R. Voelkel City Manager
The Council considered the letter of resignation received from D. R. Voelkel,
City Manager. The Council discussed the contents of the letter, and it was decided
to accept the resignation and act on the other matters at a later date. Councilman
Kloesel moved to accept the resignation of D.R. Voelkel as City Manager of Baytown;
resignation to become effective immediately. Councilman Lander seconded the motion.
The vote follows:
Ayes: Councilmen Kloesel, Walker, Lander, Stasney and Cannon
Mayor Walker
Nays: None
Resolution - Appointment Howard Northcutt - Acting CityManager
The Council recessed to an Executive Session to discuss the appointment of
an officer to serve during the interim until a replacement is decided upon by the
City Council. Upon reconvening, Councilman Stasney moved to adopt a resolution
naming Howard Northcutt, the Administrative Assistant, to serve as Acting City
Manager during the interim until the office is filled. Councilman Walker seconded
the motion. The vote follows:
Ayes: Counclmen Walker, Lander, Stasney and Cannon
Mayor Walker
Nays: Councilman Kloesel

RESOLUTION NO. 366
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
DECLARING THAT AN EMERGENCY SITUATION EXISTS, APPOINTING HOWARD
NORTHCUTT, AN OFFICER OF THE CITY OF BAYTOWN TO PERFORM THE DUTIES
OF CITY MANAGER UNTIL SUCH TIME AS THE POSITION OF CITY MANAGER
IS FILLED.
Adjourn
There being no further business to come before the Council, the motion was
made by Councilman Cannon and seconded the Councilman Stasney that the meeting adjourn.
The ayes were unanimous and the Mayor declared the mee g adj d.
