MINUTES OF A SPECIAL
MEETING OF THE CITY COUNCIL OF RAYTOWN
October 15, 1971
The City Council of the City of Baytown, Texas, met in special season
on Friday, October 15, 1971, at 4:00 o'clock p.m., in the Conference Room of
the Baytown City Hall with the following members in attendance:

The Mayor called the meeting to order. He explained the reason for
the special meeting by stating that he had been asked to give an answer to
Chambers County and the State Highway Officials regarding the construction of
Spur 55 by the purchase of the required right -of -way. County Commissioner
McCollum of Chambers County, had contacted the Baytown Sun for this information,
and Preston Pendergrass of the Sun had contacted Mayor Walker. Mr. McCollum
reported that he had been contacted by a spokesman from the Highway Department
who had informed him that the State has $2.5 million for the construction of
Spur 55 at the bridge crossing over Cedar Bayou to connect Highway 146 with
FM Road 1405, but they would have to know by Monday, October 18, the status
on the acquisition of the right -of -way in Chambers County from Cedar Bayou to
FM 1405. If this information was not forthcoming by that date, the Highway
Department would be forced to allocate these funds to some other project elsewhere,
and this could possibly result in an eight to ten year delay in the development
of Spur 55.
The right -of -way in question is within the 300 acres located between
Cedar Bayou and FM 1405, and behind a portion of Baytown Is strip annexation
in Chambers County which has been validated by the Legislature. Chambers County
officials have said they will not buy any right -of -way which will benefit Baytown
and have proposed that Baytown relocate its strip annexation line. They then
would consider the purchase of right -of -way through the acreage; however, Baytown
has nothing in writing to substantiate this approach. City Attorney Richardson
stated that relocating the strip annexation lines would not essentially alter the
area of Baytown Is extraterritoryal jurisdiction except the area now being proposed
for annexation by Beach City. However, the present strip annexation has been
validated by legislature and relocating may jeopordize ail of the strip annexation.
The council recessed for an executive session to discuss alternates,
afterwhich, they reconvened and agreed not to move the City's strip annexation
lines from the east to the west side of FM Road 1405.
Adjournment
There being no further business to come before the Council, the motion
was made and seconded that the meeting adjourn . The ayes were unanimous and the
Mayor declared the meeting adjourned.
