1971 09 02 CC Minutes, Special5071 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF RAYTOWN, TEXAS September 2, 1971 The City Council of the City of Baytown, Texas met in special session on Thursday, September 2, 1971 at 6:30 p.m., in the City Council Boom of the Baytown City Hall with the following members in attendance: Ted Kloesel Councilman C. 0. Walker Councilman Leonard Stasney Councilman Jody Lander Councilman Jim McWilliams Councilman C. Glen Walker Mayor D. R. Voelkel City Manager Howard Northcutt Adm. Assistant Neel Richardson City Attorney Edna Oliver City Clerk Absent: Allen Cannon Councilman The Mayor called the meeting to order and following a partial review of the proposed 1971 -72 budget, the following business was transacted: Oontinuation - Sewer Line Inwood Addition - Award Contract Continuing the discussion on the emergency situation existing on Inwood and Pamela Streets, due to a major sanitary sewer break, Jack Morton, Director of Public Works, reported that two contractors had made on -site inspections of the break and each had submitted a cost -plus proposal, one quoting a price of $25,000 with the City participating, the second did not quote a price. The proposal of the Naylor Pipe Cleaning Company which had been discussed at a previous meeting was somewhat lower. Councilman McWilliams moved to award the bid to the Naylor Pipe Cleaning Company at $20- ,850.50 for the repair of the sewer line. Councilman Kloesel seconded the motion. The necessary bonds required by law were discussed such as performance, payment, warranty, completion time and liquidated damages and were included. The vote follows: Ayes: Councilmen Kloesel, Walker, Stasney, Lander and McWilliams Mayor Walker Nays: None Ordinance - Awarding Contract- Naylor Pipe Cleaning Company City Attorney Richardson contacted a prepresentative of Naylor Supply - Company relative to the cost of the required bonds; this was not included in the bid quotation and an additional $400 was approved by the Council. The City Attorney then introduced and read an ordinance declaring the emergency and authorizing the execution of a contract with Naylor Supply Company for the repair of the sewer lines. Councilman Stasney moved to adopt the ordinance as read. Councilman Walker seconded the motion. The vote follows: Ayes: Councilmen Kloesel, Walker, Stasney, Lander and McWilliams Mayor Walker Nays: None The capiton of the ordinance follows: ORDINANCE NO. 1119 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS DECLARING THAT AN EMERGENCY SITUATION EXISTS; AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE A CONTRACT WITH NAYLOR CUPPLY COMPANY FOR THE REPAIR OF A SEWER LINE AND AUTHORIZING THE CONTRACTING OF INDEBTEDNESS BY THE CITY FOR THE SUM. OF TWENTY -ONE THOUSAND TWO HUNDRED SIXTY -FOUR AND 50 /100 . ($21,264.50) DOLLARS WITH REGARD TO SUCH AGREEMENT, AND PROVIDING FOR AN EFFECTIVE DATE HEREOF. � 77. 5072;.
