1970 10 08 CC Minutes, Executive Session4866 MINUTES OF AN EXECUTIVE MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN October 8, 1970 The City Council of the City of Baytown met in an executive session on Thursday, October 8, 1970, following the regular Council meeting of such date, in the Council Room of the City Hall with the following members in attendance: David Evans Councilman Ted Kloesel Councilman Leonard Stasney Councilman _ Allen Cannon Councilman C. Glen Walker Mayor D. R. Voelkel City Manager William R. Laughlin City Attorney John B. Wilkinson Police Chief Absent: Don M. Hullum Councilman Lamar Kelley Councilman The Mayor called the executive session to order and explained that the purpose of the session was to discuss the acquisition of park land, as well as a personnel matter. Park Land The City Attorney reviewed with the City Council his discussions with Mr. Brad Pickett concerning the acquisition by the City of a tract of land con- taining 1.5649 acres separating the park tract purchased by the City from the Great Western Sulphur Company from a tract given to the City in a deed of gift by J. C. Holloway. The City Attorney indicated that in making the conveyance to the City of such 1.5649 acres tract of land, Mr. Pickett was severing from his remaining land a 3.3483 acres tract west of the property to be conveyed to the City. This severed 3.3483 acres, however, is now in dispute, as part of the acreage is fenced and included with other land owed by J. R. Martin. After full discussion, the Council authorized the City Attorney to enter into a con- tract to purchase the 1.5649 acres tract of land between the two park tracts from Mr. Pickett, and further, to enter into a contract to buy the 3.3483 acres at such time when Mr. Pickett can clear the title and convey good title. 11 he City Attorney indicated to the Council that Mr. Pickett would probably agree to a purchase price in the neighborhood of $3,000.00 per acre. The City Council authorized the payment of such price with the City Attorney acknowledging that he will negotiate the best price attainable. Separate Item Police Chief John B. Wilkinson briefed the City Council on personnel requirements concerning the Police Department, and the fact that additional per- sonnel may be needed in the future.
