MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
May 14, 19 70
The City Council of the City of Baytown met in regular session on
Thursday, May 14, 1970 at 6:30 p.m., in the Council Room of the Baytown City Hall
with the following members in attendance:

The Mayor called the meeting to order and the Invocation was offered
by the Reverand E. D. Green, Pastor of the South Main Church of Christ.
Girl Scout Troups 302 and 1217
The Mayor extended greetings and welcome from the Council and the City
of Baytown to Girl Scout Troups 302 and 1217.
Minutes
Councilman Kloesel moved to approve the minutes of the regular meeting of
April 23, 1970 as submitted in printed form. Councilman Stasney seconded the mo-
tion. The vote follows:
Ayes: Councilmen Kloesel, Evans, Hullum, Stasney, and Kelley

Councilman Kloesel moved to approve the minutes of the special meeting of
April 28, 1970 as submitted in printed form. Councilman Hullum seconded the motion.

Revisions to Animal Ordinance
Evans, Hullum, Stasney, and Kelley
Members of the Committee to recommend revisions to the animal ordinance
were present tt the meeting with copies of the latest revisions and Calvin Evans,
Chairman of the Committee, answered various questions that the Council presented.
Councilman Kloesel moved to instruct the Administration to enforce the
present ordinance regarding animals and the sanitation of such animals. The motion
died for lack of a second.
The Council then asked that the Committee meet with the local veteri-
narian, City Attorney, W. R. Laughlin, Police Chief, J. W. Wilkinson, and Council-
man Kloesel, to study the revisions further and consider the questions that were
brought up by the Council. The Committee will meet May 20, 1970.

Roy Hechler - Baytown Community Service Award
Mayor Walker presented the Baytown Community Service Award to Roy Hechler,
a Volunteer Fireman, in recognition of his outstanding personal contribution to
civic and moral betterment for the City of Baytown by rescuring an unconscious
woman from a burning apartment.

Committee Reports
Councilman Stasney, Co- Chairman of the Committee to appoint a committee to
study possible revisions to the City charter. Mr. Stasney stated that he has a list
of proposed members and asked if anyone else had further suggestions for proposed
members. He would like to have the list completed before May 22, 1970.
Councilman Kloesel, Corporation Court Committee, reported that the Cor-
poration Court Judge has recommended holding night sessions beginning in July. A
schedule has not yet been completed.
Pipelines Inside City Limits
Councilman Kelley moved to approve the appointment of a pipeline ordinance
committee to study the regulation for the extension of pipelines in the City of
Baytown. Councilman Evans seconded the motion. The vote follows:

The Mayor presented a suggested committee of the following: John Street,
Chairman, A. M. Braswell, Max Hauser Lamar Kelley, and Leonard Stasney.
Refund Contract - Extension of 10" Sanitary Sewer Line - Bowie School Road
Mr. Voelkel read a letter from Emery H. Hughes, Hughes Realty Company.
Mr. Hughes has a prospective buyer of some acreage on Bowie School Road fro the de-
velopment of an apartment house site. The purchasers would like to enter into a
refund contract with the City of Baytown for the extension of 10" sanitary sewer
line from Cedar Bayou Road along Bowie School Road. The cost of the extension
would be $9,420.00 which the buyer would pay and as the remaining abutting pro-
perty is developed the developer of the complex would receive a refund of $6,196.00,
making his actual cost, $3,223.44. Councilman Stasney moved that the City enter
into a refund contract. Councilman Kelley seconded the motion. The vote follows:

Historical Site in Baytown
Councilman Kelley moved to approve the appointment of a committee to re-
search and recommend the restoration and preservation of one or more historical
buildings at a parksite and the accumvlation of historical artifacts for Baytown
at such site. Councilman Hullum seconded the motion. The vote follows:
Ayes: Councilmen Kloesel, Evans, Hullum, Stasney, Cannon, and Kelley

Mayor Walker presented a suggested committee of the following: Deacon Jones,
Chairman, Albert Fanestiel, Larry Hale, R. H. Pruett, Terry Dopson and Mrs. Robert
Kelley.
Removal of Political Placards
The Council discussed an amendment to the sub- division ordinance to include
the regulation of posting of political posters, bills, placards, or other signs upon
public property within the city limits of Baytown. Councilman Stasney moved to pass
an ordinance pursuant to the amended sections of the sub- division ordinance, re-
quiring a permit from the City Clerk, the posting of a $50.00 bond and a two week
period in which to remove such advertising material. Councilman Evans seconded
the motion. Further discussion followed, afterwhich Councilman Stasney moved that
the motion be tabled for consideration at the next regular meeting. Councilman Kelley
seconded the motion. The vote follows:

Junk Yard Ordinance
Councilman Stasney reported that he would like to see something done about
wrecked automobiles and parts of automobiles in yards around the city. He stated
that they were unsightly and are probably a health hazard.
Councilman Stasney moved to amend the Junk Yard Ordinance No. 569, to in-
clude the storage of wrecked automobiles and delete the section permitting hedges
to be used as a fence. Councilman Evans seconded the motion.
Councilman Kelley moved to table the motion until the present Junk Yard
Ordinance could be reviewed by the Council and be brought back at the next regular
meeting. Councilman Cannon seconded the motion. The vote follows:
Ayes: Councilmen Kloesel, Hullum, Cannon, and Kelley

Councilman Kloesel asked the City Administration to look at the possibility
of reprising the fire zones.
Adjournment
There being no further business to come before the Council, the motion was
made and seconded that the meeting adjourn. The ayes were unanimous and the Mayor
declared the meeting adjourned.
