MINUTES OF A SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYOWN, TEXAS
April 15, 1970
The City Council of the City of Baytown, Texas, convened in a special
meeting on the 15th day of April, 1970. The Mayor stated that this meeting,
provided by the City Charter, was called for 5 :00 p.m.; however, three council-
men being out of the City made it impossible to have more than a minimum quorum
to transact business and for this reason the items concerning the proposed im-
provements to Thomas Circle and the hearing on Flood Insurance would be postponed
until a majority of the Council could be in attendance. The delayed arrival of
one member of the Council caused the start of the meeting to be delayed until
6:00 p.m.
