1970 03 09 CC Minutes, Special4769 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS March 9, 1970 The City Council of the City of Baytown, Texas, met in special session on Monday, March 9, 1970 at 5:00 p.m., in the Council Room of the Baytown City Hall with the following members in- attendance: David Evans Councilman Don M. Hullum Councilman Leonard Stasney Councilman Allen Cannon Councilman Lamar Kelley Councilman Ted L. Kloesel Councilman C. Glen Walker Mayor D. R. Voelkel City Manager W. R. Laughlin City Attorney Edna Oliver City Clerk The Mayor called the meeting to order and announced this was a continuation of the special meeting of March 3, 1970 which was recessed to allow the Retail Mer- chants Association time to formulate a plan for controlled on- street parking in the downtown business district. Richard Stakes - Submit Recommendations Mr. Richard Stakes, representing the Baytown City Business District & Pro- fessional Association, submitted data on a questionnaire which was mailed to 126 mem- bers of the Association, 31 on whom were not on Texas Avenue. Fifty of the questionnaires were returned. The results follow: 1. For removal of meters: 80% 2. Some form of control parking: 72% yes 3. Changing Pearce to one-way East: Defe Texas Avenue; Head -in parking; 58% yes 4. Texas Avenue one -way either direction: 5. Head -in Parking on Texas Ave., 18% yes 6. Raising and resurfacing Texas Avenue: 7. Lowering curbs: 62% yes - 12% 12% undecided 16% no control one way West - two -lane traffic on 12% undecided 30% no 18% yes - 78% no and 4% undecided - 64% undecided and 18% no 58% yes - 12% undecided and 30% no undecided and 26% no Mr. Stakes stated that the Bernard Johnson comprehensive report on the planning of the City of Baytown substantiates all of the things that the merchants wanted for the downtown business area. It is evident they do not want parking meters but do want some type of parking control. Also, it was evident that a clear majority wanted Texas Avenue to be resurfaced and raised as well as the curbs lowered. The downtown area wants change with the possibility of off - street parking. At this meeting the merchants did want an answer as to whether or not they can have two -hour controlled parking in the downtown area since the Esther season is now on them and they will need parking control. It was recommended that controlled parking be es- tablished by ordinance and the other items be given to the Planning Department for study with possible incorporation of some of the Bernard Johnson report in the planned improvements for the downtown business area. Councilman Kelley moved to instruct the Administration to prepare an ordinance, for presentation at the next regular meeting, which will provide two -hour controlled parking in the downtown business area. Councilman Kloesel seconded the motion. The Council discussed the income versus the expenditures and Councilman Stasney moved to amend the motion on the controlled parking, that it be effective for a period of three (3) months. The Council will then reopen the question on not only controlled parking but traffic flow and resurfacing with some type participating program with the merchants on off - street parking. Councilman Cannon seconded the motion. The vote follows: Ayes: Councilmen Hullum, Stasney, Cannon, and Kelley Mayor Walker Nays: Councilmen Kloesel and Evans Mayor Walker then called for the vote on the original motion. Ayes: Councilmen Kloesel, Evans, Stasney, Hullum, Cannon, and Kelley Nays: None Chief Wilkinson recommended a minimum of $2.00 fine for any over - parking violation. The administration was asked to submit a full recommendation at the time r Minutes, March 9, 1970 9770 the ordinance is presented for consideration by the City Council. This will include how much the program will cost and where the money is coming from. ADJOURN There being no further business to come before the Council, the motion was made and seconded that the meeting adjourn. The ayes were unanimous and the Mayor declared the meeting adjourned. Hullum Councilman Lamar Kelley Councilman C. Glen Walker Mayor D. R. Voelkel City Manager William R. Laughlin City Attorney Absent: T. L. Kloesel Councilman Leonard Stasney Councilman Allen Cannon Councilman The Mayor called the meeting to order and announced that the purpose of the special meeting was to consider the amendment of the City's Civil Service Classification Ordinance. Mr. Richard Stakes, President of the Retail Merchants Association, appeared to request the Council to adopt a plan for controlled on- street parking in the downtown business dis- trict, and to delay action on such a plan until the Retail Merchants Association could have a meeting to formulate a recommendation to be made to the Council. The Councilmen present mutually agreed to grant the request to delay any action on the matter until the Retail Merchants Association can report back to the Council. Mayor Walker, with the concurrence of Mr. Stakes, then recessed the meeting to be reconvened at 5:00 p.m. on Monday, March 9, 1970. 0 D. R. Voelkel, City Manager
