MINUTES OF A SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
May 13, 1969
The City Council of the City of Baytown, Texas met in special session on
Tuesday, May 13, at 6:30 a.m., for a breakfast meeting at Holiday Inn with the
following members present:
David L. Evans Councilman
Don Hullum Councilman
Leonard Stasney Councilman
Allen Cannon Councilman
* Lamar Kelley Councilman
Glen Walker Mayor
J. B. Le Fevre Acting City Manager
Ross Wilhite City Planner
Jack Morton City Engineer
The meeting was called to order by Mayor Walker for the purpose of discussing
the proposed Street Improvement Program for 1968 -69. However, he had another item
for consideration if no objections were offered by the Council.
AMBULANCE COMMITTEE APPOINTED
At the May 7th. meeting, Mr. LeFevre gave the Council copy of a letter from
the owner of the Baytown Ambulance Service, Mr. Navarre, relating to the City's
contract with him. Since the City had no Ambulance Study Committee at this time
he named the following to the Committee, to -wit:
Lamar Kelley, Chairman Billy Ainsworth
Allen Cannon Joe Speck
Street Improvement Program
The Council then reviewed the street improvement proposal submitted by
dormer City Manager, Fritz Lanham. Several revisions were suggested by the
Council, which would require new estimates to be prepared, therefore, no formal
action was taken by the Council on the improvements at this time.

Mayor Authorized - Select Chairman of a Coordination Committee - Underprivileged
The Council discussed the prior proposal of local industry to furnish, on a loan
basis and at the expense of industry, an individual to serve as Chairman of a
Coordination Committee of the various organizations working with the under privileged.
The Mayor suggested that he would like to pursue the proposal further if the Council
had no objections. Councilman Cannon moved to authorize the Mayor to proceed with
negotiations for such an appointment. Councilman Stasney seconded the motion. The
vote follows:
Ayes: Councilmen Evans, Hullum, Stasney, and Cannon
Mayor Walker
Nays: None
Adjourn
There being no further business to come before the Council, the motion was made
and seconded that the meeting adjourn. The ayes were unanimous and the Mayor declared
the meeting adjourned.
