MINUTES OF A SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
April 16, 1969
The City Council of the City of Baytown, Texas met in special ses-
sion on Wednesday, April 16, 1969 at 5:00 p.m., in the Conference Room
of the Baytown City Hall with the following members in attendance:
Leonard Stasney
Allen Cannon
Lamar Kelley
Don M. Hullum
Councilman

J. B. LeFevre Acting City Manager
W. R. Laughlin City Attorney
Jack Morton Director of Public Works
The meeting was called to order by Mayor Pro Tem Hullum. Mr. LeFevre
was asked to explain the purpose of the special meeting.
Collapsed Sanitary Sewer Mains
Acting City Manager LeFevre stated that two sanitary sewer mains
have collapsed and should be repaired immediately'. The City does not
have manpower available to make repairs of this magnitude and continue
other maintenance work. He requested that the Council declare this an
emergency and permit the Administration to ne§oitate a contract with
Whitelak, Inc., who has an existing contract with the City for other
work. This could be done on a cost plus 15% basis rather than adver-
tise for bids in the usual manner.
Councilman Kelley moved to accept the recommendation of the Ad-
ministration and proceed as outlined. Councilman Stasney seconded
the motion. The vote follows:
AYES: Councilmen Stasney, Cannon and Kelley
Mayor Pro Tem Hullum
NAYS: None
Adjourn
There being no further business to come before theCouncil, the mo-
tion was made and seconded that the meeting adjourn. The ayes were una-
nimous and the Mayor Pro Tem declared the meeting adjourned.
