1969 02 14 CC Minutes, SpecialMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS February 14, 1969 The City Council of the City of Baytown, Texas, at in special session on Friday, February 14, 1969, at 5:30 p.m. in the Conference Room at City Hall, with the following members present: A. M. Braswell Albert Fanestiel Don M. Hullum, Lamar Kelley Glen Walker Seaborn Cravey Absent: Ted Kloesel Councilman Councilman Councilman Councilman Councilman Mayor Councilman Others Present: Fritz Lanham City Manager .Members of the Fresh Water Recreation and Resources Board Jess R. Ward _ Resources Management Officer, Division of Defense and Disaster Relief Richard W. Keyes Region Liaison Officer, Division of Defense & Disaster Relief, Texas Department of Public Safety. Fletcher Hickerson Civil Defense Director The City Council and the Fresh Water Recreation and Resources Board discussed with Mr. Ward and Mr. Keyes the damage that occurred to the Baytown area as a re- sult of the high winds and flooding on the night of february 13, 1969. Mr. Ward explained Public Law 81 -875 under which the City might be eligible for a grant to repair public facilities damaged by a natural disaster. In order for funds to be made available under this program it is necessary that there be a Presidential De- Claration of a "Mayor Disaster." City Manager Lanham reported a survey of public facilities was underway and would be completed on Saturday, February 15, 1969, to determine the extent of damage to public facilities. Council Recuest Small Business Administration to Declare Brownwood Area "Disaster Area." The City Council and the Fresh Water Recreation and Resources Board next discussed with Mr. Ward the possibility of the Small Business Administration making loans avail- able to the residents of the Brownwood area who had experienced damages 'to their pro- perty. After discussion, on motion by Councilman Walker, seconded by Councilman Braswell, the City Council adopted a resolution requesting the Small Business Administration to declare the Brownwood area a disaster area and that low interest rate loans be made available to the homeowners and businessmen in the area. The vote follows: Ayes: Councilmen Walker, Braswell, Fanestiel, HU11W and Kelley Mayor Cravey Nays: None The caption of the resolution follows: RESOLUTION NO. 242 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN URGING THE SMALL BUSINESS ADMINISTRATION TO INVESTIGATE THE DISASTER IN THE BROWNWOOD AREA CAUSED BY FLOODING; 4614 URGING THE SMALL BUSINESS ADMINISTRATION AND OTHER FEDERAL AUTHORITIES TO DECLARE THE SAID AREA A DIS- ASTER AREA AND MAKING SAID AREA ELIGIBLE FOR LOW INTEREST LOANS AND OTHER DISASTER RELIEF ASSISTANCE; AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THIS RESOLUTION AND DIRECTING THE CITY MANAGER TO FORWARD A CERTIFIED COPY OF SAME TO THE SMALL BUSINESS.ADMIN- ISTRATION. V -� Civil Defense Director Declares Existence of an Emergency Civil Defense Director, Fletcher Hickerson, reported to the Council that he had, after 'approval of the City Manager, declared the existence of an' emergency as a result of the high winds and flooding on February 13, 1969, in the Brownwood area. In accordance with section 9 -3 of the City of Baytown Code, on motion by Councilman Braswell, seconded by Councilman Walker, the City Council confirmed this action. The vote follows: Ayes: Councilmen Braswell, Walker, Fanestiel, Hullum and Kelley Mayor Cravey Nays: None Resolution - Extending note of appreciation for 10.5 acres of land - Park Site . The motion was made and passed to adopt a resolution expressing gratitude and appreciation to Mr. J. C. Holloway for his gift of 10.5 acres of land to the City. The caption follows:. RESOLUTION NO. 240 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN EXPRESSING ITS DEEP GRATITUDE AND SINCERE APPRECIATION TO MR. J. C. HOLLOWAY FOR THE GIFT TO THE CITY OF 10.5 ACRES OF LAND TO BE USED FOR A PARK SITE, LIBRARY SITE OR CULTURAL OR CIVIC CENTER SITE; AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THIS RESOLUTION AND DIRECTING THE CITY MANAGER TO FORWARD A CERTIFIED COPY OF SAME TO MR.
