1969 02 04 CC Minutes, Special4605 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS February 4, 1969 The City Council of the City of Baytown, Texas, met in special session on Tuesday, February 4, 1969, at 6:30 a.m. at the Holly Inn Restaurant with the following members present: A. M. Braswell Councilman Albert Fanestiel Councilman Don M. Hullum Councilman Ted Kloesel Councilman Glen Walker Councilman Seaborn Cravey Mayor Others Present: R. C. Wahrmund Representing Humble Oil & Refining Company Fritz Lanham City Manager Absent: Lamar Kelley Councilman Council Approves Request of Humble Oil & Refining Company for Extension of Variance Mr. Wahrmund discussed with the Council the request of the Humble Oil & Re- fining Company for an extension of their variance from the Texas Air Control Regu- lations. The present variance expires February 28, 1969, and Humble is asking for an extension to October 1, 1969. After a full discussion, on motion by Councilman Braswell, seconded by Councilman Fanestiel, the Council voted to notify the Air Control Board that the City of Baytown does not object to the request for an exten- sion of variance to October 1, 1969. The vote follows: Ayes: Councilman Braswell, Fanestiel, Hullum,Kloesel & Walker Mayor Cravey Nays: None Amendment of Urban Rehabilitation Standards Ordinance _ ( 'gyp q,5y On motion by Councilman Kloesel, seconded by Councilman Walker, the Council voted to amend the Urban Rehabilitation Standards Ordinance, section 27 -10- (1) which now reads: "A registered architect who has had at least five years experience in the construction of building and housing." Amendment to read, "A registered architect or registered engineer who has had at least five years experience in the construction of buildings & housing." Ayes: Councilmen Kloesel, Walker, Hullum, Fanestiel & Braswell Mayor Cravey Nays: None Appointments to Urban Rehabilitation Standards Board Upon motion by Councilman Walker, seconded by Councilman Kloesel, the following persons were appointed to the Urban Rehabilitation Standards Board: (1) Mortgage Loan Banker - Paul Edwards (2) Homebuilder - Brooks Starett w (3) A person who is engaged in social or welfare work - Nolan H. Schulze ■ (4) An Ordained Minister - Reverend dim Brown f■ (5) A Registered Architect or a Registered Engineer - R. A. (Bob) Herrington (6)- (7) Two Citizens who are known to have an interest in community affairs George Chandler and Roy Walker.
