1969 01 30 CC Minutes, Special4604 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS January 30, 1969 The City Council of the City of Baytown, Texas, met in special session on Thursday, January 30, 1969, at 12:00 noon at the Holiday Inn with the following present: ABSENT: Glen Walker Don M. Hullum A, M. Braswell Albert Fanestiel Seaborn Cravey William R. Laughlin Fritz Lanham Jack E. Walker Ted L. Kloesel Lamar Kelley Councilman Councilman Councilman Councilman Mayor City Attorney City Manager Chairman, Air & Water Conservation Advisory Board Councilman Councilman Resolution - Stating Position on the U. S. Steel Application Mr. Walker, Chairman of the Baytown Air & Water Conservation Board, reported to the Council that his Board has studied the application of the United States Steel Corporation to the Texas Water Quality Board to dispose of 184,000,000 gallons of water per day into Cedar Bayou and Galveston Bay. After hearing the report and after a full discussion, Councilman Walker moved the Council adopt a resolution stating the Council's position on the United States Steel application. Councilman Fanestiel seconded the motion. The vote follows: Ayes: Councilmen Walker, Hullum, Braswell and Fanestiel Mayor Cravey Nays: None RESOLUTION NO. 235 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN MAKING CERTAIN RECOMMENDATIONS AND EXPRESSING ITS VIEWS TO THE TEXAS WATER QUALITY BOARD CONCERNING THE ISSUANCE OF A PERMIT BY THE BOARD TO UNITED STATES STEEL CORPORATION FOR THE DISCHARGE OF INDUSTRIAL WASTE WATER AND TREATED DOMESTIC SEWAGE INTO CEDAR BAYOU AND GALVES- TON BAY; AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXE- CUTE THIS RESOLUTION AND DIRECTING THE CITY MANAGER TO FORWARD A CERTIFIED COPY OF SAME THEREOF TO THE TEXAS WATER QUALITY BOARD. Financial Advisory Contract - Underwood, Neuhas & Company The Council considered the selection of a financial adviser for the City of Baytown. Councilman Walker moved to enter into a financial advisory contract with Underwood, Neuhas & Company. Councilman Braswell seconded the motion. The vote follows: Ayes: Councilmen Walker, Hullum, Braswell and Fanestiel Mayor Cravey Nays: None Steps Bond Election - Vinson, Elkins, Weems and Searles Councilman Walker moved to retain the law firm of Vinson, Elkins, Weems and Searles to prepare the proceedings and advise the steps necessary to be taken in a bond election. Councilman Braswell seconded the motion. The vote follows: Ayes: Councilmen Walker, Hullum, Braswell and Fanestiel Mayor Cravey Nays: None Adjourn There being no further business to come before the Council, the motion was made and seconded that the meeting adjourn. The ayes were unanimous and the meeting adjourned. 1
