1968 11 14 CC Minutes, Special4579 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS November 14, 1968 The City Council of the City of Baytown, Texas, met in special session on Thursday, November 14, 1968, at 7:00 p.m. at City Hall, with the following mem- bers present: A. M. Braswell Albert Fanestiel Lamar Kelley Ted Kloesel Glen Walker Absent: Seaborn Cravey Don M. Hullum Others Present:Fritz Lanham Mayor Pro Tem Councilman Councilman Councilman Councilman Mayor Councilman City Manager Council Authorizes Right of Way Purchase - S. C. French Property The City Manager reported that the right of way negotiator had made an offer to Mr. S. C. French for the 355.25 square feet of land that must be acquired for the Ward Road Improvement Project. The appraisal was 80C per square foot or a total of $284.20. Mr. French has indicated that the offer is not acceptable to him but that he will convey the necessary right of way to the City for $1.00 per square foot or a total of $355.25. The City Manager that this is a corner lot at the intersec- tion of Danubina Street and Ward Road. It is a possible commercial tract and there- fore could very well be more valuable than other properties that are not corner lots. On motion by Councilman Walker, seconded by Councilman Kloesel, City Council voted to approve a payment of $355.25 to Mr. French. The vote was as follows: Ayes: Councilmen Walker, Kloesel, Kelley, Fanestiel and Mayor Pro Tem Braswell. Nays: None Council adopts Resolution Opposing Proposed Regulations Regarding Highway Construction. The City Council discussed the regulations regarding highway construction that are being considered by the new Department of Transportation in Washington. It has been pointed out by Mr. Kultgen of the State Highway Commission on a recent visit to Baytown that these proposed regulations would have the effect of restricting the State Highway Departments in constructing Federal Financed Projects and could very well have the effect of diverting gasoline tax funds that are collected in Texas to other areas of the nation. On motion by Councilman Walker, seconded by Councilman Fanestiel, the Council voted to adopt a resolution protesting this proposed regula- tion. Copies are to be sent to Congressman Eckhart and other Federal Officials. The vote was as follows: Ayes: Councilmen Walker, Fanestiel, Kelley and Mayor Pro Tem Braswell Abstained: Councilman Kloesel Adjournment There being no further business to come before the Council, the motion was made and seconded that the meeting adjourn.
