MINUTES OF THE REGULAR '
MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
November 7, 1968
The City Council of the City of Baytown, Texas, met in regular session on
Thursday, Nobember 7, 1968 at 6:30 p.m., in the Council Room of the Baytown
City Hall with the following members in attendance:

The mayor called the meeting to order, the Invocation was offered. After -
which, he called for the minutes of the regular meeting of October 24th and
the special meeting of October 31, 1968. The minutes of the regular meeting
were corrected as follows: Goose Creek Stream: The Committee, received only one
concrete proposal and this was from the Urban Research Group of Houston. With
this correction, Councilman Walker moved to approve the minutes of the two
meetings, including the correction. Councilman Kloesel seconded the motion.

Bids - Fire Truck
Five bids were received on the advertisement for a new 1,000 gallon per
minute pumper for the fire department. They are tabulated as follows:

City Manager Lanham reviewed the tabulation with a recommendation from the
Fire Department for the purchase of the Mack Golden Truck at a cost of $36,422.61.

The Administration concurred with the recommendation. Councilman Walker moved
to accept the recommendation and approved the purchase of the Mack Golden Truck
which will be paid from Bond funds. Councilman Kloesel seconded the motion. The
Council then heard Mr. Lake of Fire Trucks, Inc. , who pointed out several features
of his bid relative to the Cummins Di sel Truck. Following his presentation, the
Mayor called for the question and the7vote follows:

Bids on the portable juvenile detention building were received and tabulated
as follows:

Councilman Kelley moved to accept the low bid of Cary -Way Company in the amount
of $5, 044. 50. Councilman Walker seconded the motion. The vote follows:

Ordinance - Calling Hearing Benefits - South Main Improvement
Councilman Walker moved to adopt an ordinance accepting the bid of Warren
Brothers Company for the improvement of South Main Street from Harper Addition.
Section One, to the North line of State Highway 146, and calling a Public Hearing
which will be held by the City Council in its Council Chambers at the City Hall at
7:30 p.m. on the 12th day of December, 1968. Councilman Kelley seconded the mo,
tion. The vote follows:

ORDINANCE NO. 942
AN ORDINANCE OF THE CITY OF BAYTOWN, TEXAS, RATIFYING AND
CONFIRMING ACTION HERETOFORE TAKEN IN THE MATTER OF THE
PERMANENT IMPROVEMENT OF SOUTH MAIN STREET, FROM THE
SOUTH LINE OF LOT SEVEN (7), BLOCK ONE (1), HARPER ADDITION,
SECT ON ONE (1), A SUBDIVISION OF BAYTOWN, HARRIS m UNTY, TEXAS,
TO THE NORTH LINE OF STATE HIGHWAY NO. 146; IN THE CITY OF
BAYTOWN, TEXAS, ACCEPTING THE BID OF AND AWARDING A CONTRACT
AND PERFORMANCE BOND FOR THE DOING OF SAID WORK; AUTHORIZING

Ordinance - Revised Water Rates
The City Manager reviewed the contents of a revised. Water Rate Ordinance which
imcreased the tapping fees, changed charges for water by eliminating brackets below
30y per 1000 gallons of water, establishes a charge for reconnection after service has

been discontinued for non - payment and includes the requirement for deposits for water
customers. This ordinance will become effective as of December 1, 1968. Councilman
Walker moved to adopt the ordinance as presented. Councilman Hullum seconded the
motion. The vote follows:

Ordinance - Revised Sanitary Sewer Rates
Mr. Lanham reviewed the major changes in the revised Sanitary Sewer Rate Ordinance
which increases the sewer charge for residential users from $1. 00 per month to $1. 25
per month, and for commercial users up to 16, 000 gallons of water, $1.00; each 4, 000
gallons additions $0. 25 with a maximum chage determined by the number of gallons used
The scale of charges is - 3, 000 - $1. 25; next 97, 000 gallons - 0.10 per 1000 gallons
used; next 400,000 gallons - 0.05 per 1000 gallons used and all over 500,000 gallons
0.03 per 1000 gallons used. Councilman Walker moved to adopt the ordinance as
written. Councilman Hullum seconded the motion. The vote follows:

Ordinance - Amendment to Sanitation Ordinance
Mr. Lanham reviewed the amendment to the Sanitation Ordinance th ich increases
the garbage charge from $1. 25 per month to $1.75 per month. Also, customers are
required to cut tree limbs into four foot lengths so they can be handled by one man.

Ordinance - Amending Speed Limit - Lee Drive
Councilman Kelley moved to adopt an amendment to the Traffic Code of
Baytown to reduce the speed limit on Lee Drive from 35 miles per hour to
30 miles per hour from Gentry Drive, south to West Mail Street. This will
make a uniform speed limit on Lee Drive and reduce the hazards of pedestrial
traffic along Lee Drive near Carver -Tones School. Councilman Walker
seconded the motion. The vote follows:

Request - Southern Pacific RR Company - Install Traffic Signals - Massey -
Tompkins, Bob Smith and Cedar Bayou Roads
City manager Lanham reviewed the percentageof participation in various cities
relative to installation of traffic signals at railroad cossings. The review
was requested by members of the Traffic committee following a decision by the
Committee to ask Southern Pacific RR Company to install traffic signalizations
at three (3) railroad crossings within the city limits, namely: Massey- Tompkins
Road, Cedar Bayou Road and Bob Smith Road. The percentage participation of costs
by cities varied from zero participation to 100% participation, witha possible
average of 50 -50 participation. Councilman Walker moved to make the request on
a basis of zero participation initially. Councilman HU11M seconded the motion.

Councilman Walker moved to adopt an ordinance amending the Taxicab rates
within the City of Baytown as approved by the City Council at the October 24th

Approve ve Recommendation - Parks & Recreation Committee - Norman C. Foote Park
Councilman Hullum moved to approve the recommendation of the Parks
& Recreation Committee to name the park located directly behind the Civic
Center building on West Main Street the Norman C. Foote Park in recognization
of the contribution made to the City by Mr. Foote as a member of the Parks &
Recreation Board. Councilman Braswell seconded the motion. The vote follows:

The Parks & Recreation Board will be asked to select a name for the
Kentucky Street Park.
Resolution - Naming Ted L. Kloesel - Harris County Community Action Board
Councilman Hullum moved to adopt a Resolution naming Councilman Kloesel
as Baytown's representative on the Harris County Community Action Board to
replace Mayor Cravey who has asked to be relieved of the assignment. Council-
man Braswell seconded the motion. The vote follows:

Report - Traffic Committee
Councilman Fanestiel gave a brief report on the work of the Traffic Commit-
tee in relation to the Stop Signs on Ivie Lee at Clayton; the study which will
be conducted by the principals of both Carver -Jones and Horace Mann Schools re-
garding the pedestrian - vehicular traffic flow; the need of a shuttle -bus for
school children who are unloaded from a school bus on the opposite side of Trailer
City and must cross Highway 146 to get to their homes in Trailer City; attempting
to have no parking on the new section on the Ward Road and the clean up work which
has been ordered to be done at the intersection of Harold Lane and Midway at
North Main Street.
Resolution - Baytown Rotary Club - Funds Feasibility Fresh Water Lake
At the October 24th meeting the Council approved a feasibility study for a
fresh water lake on Goose Creek Stream. However, the Committee was instructed to
raise the funds from public subscription for the proposed study, rather than the
City furnish the required $500.00. At this meeting, Councilman Walker reported
that the Baytown Rotary Club voted to underwrite the entire $500.00. Following
his report, Councilman Walker moved to adopt a Resolution commending and thanking
the Baytown Rotary Club for their support of this civic project. Councilman Kloesel
seconded the motion. The vote follows:

Minutes- November 7, 1968
City Manager's Report
Mr. Lanham gave the Council a status report on the Contract # 5 Sanitary
Sewer Program, the Street Improvement projects which included inprovement of
streets and replacing of curb and gutter on Florida Street. The storm sewer
has been installed on Schilling Street and West Gulf Street.
The Council agreed to change the next regular meeting date of the City
Council to 5:00 p.m., Wednesday, November 20th. This change was made to a
conflict with the Harris County Mayors and Councilmen Association's monthly
meeting.
J. B. LeFevre will be Acting City Manager during the absence of Mr.
!!! Lanham from the City while attending the Texas Municipal League Conference,
November 10 through November 13 in Dallas.
Mr. Lanham reported that two members of the Baytown Hous. ing Authority
Board had resigned. He had appointed Thomas S. Litras and E. C. Winegartner to
the Board to fill the unexpired terms of the twowho resigned, namely: J. M.
Bryan and R, L. Martin.
Mr. Lanham reminded the Council of the November 14th meeting with the
Baytown Planning & Zoning Commission which is one week from this meeting date.
Adjournment
There being no further business to come before the Council, there was a
motion and seconded that the meeting adjourn. The ayes were unanimous and
the Mayor declared the meeting adjourned.
