MINUTES OF A SPECIAL MEETING
OF THE CITY COUNCIL
OF THE CITY OF BAYTOWN, TEXAS
October 9, 1968
The City Council of the City of Baytown, Texas, met in special session
on Wednesday, October 9, 1968, at 5:00 p.m., in the Conference Room of the
Baytown City Hall, with the following members in attendance:

Right of Way - Ward Road (Highway 146 to Kilgore Road)
City Manager, Fritz Lanham, presented a report on the appraisals of
the right of way that must be obtained on the Ward Road (Highway 146 to Kilgore
Road) paving project. Appraisals prepared by Otis Graham totaled $29,613.14
and appraisals, on motion by Councilman Walker, seconded by Councilman
Braswell, the Council voted to authorize the City Manager to employ a negotiator
and to authorize the negotiator to makean offer to the property owners on the basis
of the low appraisal on each parcel of land. The vote follows:

- Sewer Service - Middleton Road Area
The City Manager reported to the Council on efforts to secure a ten foot
sewer line easement on property owned by Mr. James E. Fulton. This easement
is necessary in order to provide sewer service to the Middleton Road area. The
Council had previously authorized the City Manager to make an offer of $1,416.00,
which is the amount of the appraisal prepared by Garl S. Tharp. The City Manager
reported that the property owner had rejected this offer but had indicated his will-
ingness to convey the easement for twenty -three (230) cents per square foot for the
7,080 square feet required. The total cost would be $1,628.40. On motion by
Councilman Braswell, seconded by Councilman Walker, the Council voted to author-
ize the City Manager to purchase the easement on the basis of the $1,628.40 figure.
