MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
June 26, 1968
The City Council of the City of Baytown, Texas met in special session on
Wednesday, June 26, 1968 at 5:00 p.m., in the Conference Room of the Baytown
City Hall with the following members in attendance:

The meeting was called to order by Mayor Cravey and the following business
was transacted:
Collapsed Sewer Mains - Informal Bids
Jack Morton, Director of Public Works, reported the collapse of three
sewer lines the weekend of June 21 -23, and asked permission to take informal
bids on one or more of these lines on an emergency basis since the broken lines
are already a nuisance and could become a real health hazard. The three locations
were, (1) a 10" line on West Main & Bowie; (2) an 18" on Inwood Drive; and (3)
a 10" on South Circle. He explained that with the City's equipment and personnel
it may be several weeks before all of the lines could be repaired without outside
assistance. Councilman Walker moved to declare this an emergency and authorize
the Director of Public Works to negotiate a contract which in his opinion would be
most advantageous to the City and proceed with repairs using City forces to the
maximum of their capacity. Councilman Kelley seconded the motion. The vote
follows:
Ayes: Councilmen Kloesel, Walker, Braswell, Fanestiel and Kelley

The Council also discussed sewer and drainage problems throughout the City.
Those areas under discussion were located in Lakewood Addition and along Ferry
Road. Several possible solutions were discussed but no formal action was taken
by the Council at this time.
1968 Street Improvement Bid Award
Bids were received on the 1968 Street Improvement Project. The tabulation

Councilman Walker moved to accept the low bid of Warren Brothers Construction
Company. Councilman Kloesel seconded the motion. The vote follows:

Discussion - Proposed Water District in the Thompson Road Area
Members of the Baytown Planning and Zoning Commission were invited to hear
the proposal relating to the development of Water District in the area of Thompson
Road, between the City limits and interstate 10 Highway. Guide lines had been re-
commended by the Planning and Zoning Commission, including a recommended seven -
year limit on selling proposed bonds in any water district. Mr. Rowe, Attorney for
the Water District, objected to the seven -year limitation saying that it would be
impossible for the water district to sell bonds for anything less than the fifteen
years. Mr. Rowe stated that it takes from five to seven years to
develop the area which will be included in the water district, and bond buyers would
not purchase bonds on a seven -year basis or any yearly basis under fifteen years.
Mr. Rowe pointed out that the water district Would choose its own Board including a
Tax - Assessor who would set valuation on the property in the area. Should the Council
desire, it could place an official on the Commission to sit in on all policy making
decisions of the Water Board. After hearing all the discussion, Councilman Kelley
moved to tentatively approve the water district, subject to review of plans at a
later date; and the City change Section (a) of the guidelines proposed by the plan-
ning and Zoning Commission to read fifteen years instead of the seven -year require-
ment. Councilman Braswell seconded the motion. The vote follows:
Ayes: Councilmen Kelley and Braswell

Adjournment
There being no further order of business, the motion was made and seconded that
the meeting adjourn. The ayes were uannimous and the Mayor declared the meeting
adjourned.
