1968 06 05 CC Minutes, Special4517 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN June 5, 1968 The City Council of the City of Baytown, Texas, met in special session on Wednes- day, June 5, 1968 at 5:00 p.m., in the Council Room of the Baytown City Hall with the following members in attendance: Ted L. Kloesel Glen Walker Don M. Hullum * A. M. Braswell Albert Fanestiel * Seaborn Cravey Fritz Lanham Edna Oliver W. R. Laughlin Absent: Lamar Kelley Councilman Councilman Councilman Councilman - Mayor Pro Tem Councilman Mayor City Manager City Clerk City Attorney Councilman The Mayor called the meeting to order, the Invocation was offered, afterwhich the following business was transacted: Withdraw Protest - Houston Lighting & Power Canal - Corps of Engineers E. C. Kimmons, Jr., Division Manager of HLPCO, appeared before the Council to advise them that his Company has withdrawn its original application to dredge intake and discharge canal from Cedar Bayou to Trinity Bay to serve the firm's new generating plant on Cedar Bayoj. On May 2 the City Council voted to file an official protest with the Department of the Army, Corps of Engineers, Galveston as HLPCO had not provided the Council with enough evidence to say that the proposed construction and operation will not pollute the stream and bay. Mr. Kimmons agreed that the Company had recognized the problems associated with the first proposal; revisions have been made and the intake canal will now be 20,000 feet wouth of the original plan site. He further stated that others who had protested the constructin of the canal are satisfied with the revised proposal, and his statement was verified by Councilman Fanestiel. Following some further discussion, Councilman Braswell moved to rescind the action of the City Council and to withdraw the protest made to the Corps of Engineers following the May 2 meeting. Councilman Fanestiel seconded the motion. The vote follows: Ayes: Councilmen Walker, Hullum, Braswell and Fanestiel Mayor Cravey Nays: Councilman Kloesel Change - Regular Meeting of City Council - June 20 The Council agreed to reschedule its regular meeting for June 20, in order to _ permit Management and members of the Council to attend the pollution control panel discussion which will be held at the Community Building, Thursday, June 13, at 7:30 p.m. Ward Road Improvement - Widening and Alignment - No Sidewalks At the April 25 meeting, the Council accepted the basis of design'submitted by a Committee appointed to study the alignment of Ward Road, and authorized the Engineer to proceed with plans and cost estimates on the proposal. At this meeting the engineer, A. J. Busch, Jr., submitted plans with two lanes of moving traffic going east and west but without an esplanade. Also, sidewalks were shown on the north side of Ward from Richardson Lane to the swimming pool, and on the south side from Danubina Street to the Ward Road Fire Station. In order to have ample right - of -way for utility poles, etc., Mr. Busch recommended the acquistion of 5 feet of additional right -of -way on either side of Ward Road from its westerly terminus with Highway 146 easterly to Richardson Lane. Some present favored the construction of an esplanade as a safety factor, but those who opposed the esplanade felt that pedestrian safety would not be endangered if the esplanade was omitted. Councilman Walker favored the original plans providing an esplanade, because of the future 4518 growth of Baytown. It will be necessary to construct a bridge over Cedar Bayou and this may be the most feasible routing. After some further discussion, Councilman Braswell moved to approve the improvement of Ward Road as a 48 -foot undivided roadway including the acquistion of the 5 -foot additional right -of -way on either side of Ward Road as recommended by the Engineer, and to provide safety traffic channeliza- tion at the junction of Highway 146 and Ward Road with a left turn lane and es- planade for faster traffic movement. Councilman Hullum seconded the motion. The vote follows: Ayes: Councilmen Hullum, Braswell and Fanestiel Mayor Cravey Nays: Councilmen Kloesel and Walker * Mayor Cravey excused from meeting - Councilman Braswell presides as Mayor Pro Tem. Proceed with Acquistion of Right of Way Councilman Walker moved to authorize the Administration to proceed with acquistion of the 5 -foot right of way on either side of Ward Road from Highway 146 to Richardson Lane as recommended by the Engineer. Councilman Kloesel seconded the motion. The vote follows: Ayes: Councilmen Kloesel, Walker, Hullum and Fanestiel Mayor Pro Tem Braswell Nays: None Talk with Civic Association Members for Sidewalks Since the Council declined to take formal action upon the request for installation of sidewalks along Ward Road, Mayor Pro Tem Braswell asked those attending the meeting to present the need to the Civic Association in their area to see if the members would be willing to participate in the cost of the construction of sidewalks for the protection of children going to and from Bowie Elementary School. Should the Civic Associations approve the sharing of the cost, the City Manager should be advised so that the Engineer could Adjournment There being no further business to come before the Council, Councilman Kloesel moved for the meeting to adjourn.
