1968 05 02 CC Minutes, Special4505 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE 'CITY OF BAYTOWN, TEXAS May 2, 1968 The City Council of the City of Baytown, Texas, met in special session on Thurs- day, April 2, 1968 at 5:00 p.m., in the Conference Room of the Baytown City Hall with the following in attendance: Ted L. Kloesel Councilman Glen Walker Councilman Don M. Hullum Councilman A. M. Braswell Councilman Albert Fanestiel Councilman Seaborn Cravey Mayor Fritz Lanham City Manager Edna Oliver City Clerk The meeting was called to order by Mayor Cravey for the purpose of discussing the application of Houston Lighting s Power Company for permission to dredge a cooling water intake and a discharge canal. Any protests against the proposed operations should be received by the District Engineer not later than Monday, May 6, 1968. The Corps is primarily interested with the effect of the proposed construction upon navi- gation, however, it will consider other factors such as conservation of sish and wild- life and possible water pollution. The City Manager had talked with Mr. Neely and he had been informed that no protest had been officially filed, however, he had received calls from many who raised objection to the construction. The Council was of the opinion that they have not been provided with enough concrete evidence to say that this proposed construction and opera- tion will not pollute the stream and bay. After some discussion, Councilman Walker moved for the City Council to file an official protest with the Department of the Army, Corps of Engineers. Councilman Kloesel seconded the motion. The vote follows: Ayes: Councilmen Kloesel, Walker, Hullum, Braswell and Fanestiel Mayor Cravey Nays: None Committee - Draft Statement Councilmen Fanestiel, Braswell, Kloesel and City Attorney Laughlin will serve as a Committee to draft reasons why the City Council is objecting to the proposed construction by Houston Lighting and Power Company. Adjournment There being no further order of business, the motion was made and seconded that the meeting adjourn.
