MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
April 10, 1968
The City Council of the City of Baytown, Texas, met in regular session on Wed-
nesday, April 10, 1968 at 6:30 p.m., in the Council Room of the Baytown City Hall with
the following members in attendance:

The Mayor called the meeting to order, the Invocation was offered, afterwhich,
he called for the minutes of the regular meeting of March 28th and the special
meetings of March 4th and March 25, 1968. Two corrections were made on the March
28th meeting as follows: Request Goose Creek Farms: . . to discharge an aver-
age of sixty thousand gallons per day of treated industrial wastes; Committee Report
Insurance Councilman Ball, a member of the Insurance Committee, moved to approve the
recommendation of the Committee. With these corrections, Councilman Fanestiel moved
to approve the minutes as corrected. Councilman Braswell seconded the motion. The
vote follows:

Canvassing Election Returns - Adopting Resolutions
The City Council canvassed the returns of the General Municipal Election
and the Sales Tax Election held April 2nd 1968 by verifying the election totals of
the eleven precincts and the absentee machine at City Hall as submitted by the election
judges. The City Manager then introduced and read a resolution declaring the results
of the municipal election, finding that notice was duly held and the returns made
by the proper officials in accordance with the laws of the State of Texas. Councilman
Walker moved to adopt the resolution as read. Councilman Hullum seconded the motion.
The vote follows:
Ayes: Councilmen Ball, Walker, Hullum, Braswell, Fanestiel and Kelley

RESOLUTION NO. 203
A RESOLUTION CANVASSING THE RETURNS OF THE REGULAR MUNICIPAL
ELECTION HELD WITH THE CITY OF BAYTOWN ON THE 2ND DAY OF
APRIL, 1968, FOR THE PURPOSE OF ELECTING THREE (3) COUNCILMEN
FROM THE RESPECTIVE DISTRICTS NOS. ONE-U), FOUR (4) AND
FIVE (5), DECLARING THE RESULTS OF SAID ELECTION; FINDING THAT
NOTICE OF SAID ELECTION WAS DULY AND PROPERLY HELD AND THE
RETURNS THEREOF MADE BY THE PROPER OFFICIALS IN ACCORDANCE WITH
THE LAWS OF THE STATE OF TEXAS.
Councilman Kelley moved to adopt a resolution canvassing the returns of
the special election on the question of adopting a one percent local sales tax
within the city. Councilman Walker seconded the motion. The vote follows:

A RESOLUTION AND ORDER CANVASSING RETURNS AND DECLARING
RESULTS OF SPECIAL ELECTION HELD IN THE CITY OF BAYTOWN,
TEXAS ON APRIL2, 1968, ON THE QUESTION OF ADOPTION OF A ONE
PERCENT (1 %) LOCAI, SALES TAX WITHIN THE SAID CITY.
Oath of Office Admid4stered - Councilmen From Three Districts
Corporation Court Judge Barney L. Ward administered the Oath of Office to
Ted L. Kloesel, A. M. Braswell and Albert Fanestiel as Councilmen from Districts
Nos. 1, 4 and 5, respectively, for the two ensuing years. Congratulations were
extended to the new city offichls.
Mayor Cravey presented outgoing Councilman Patrick Ball a service plaque
and a piece of luggage as a symbol of appreciation and gratitude for service rendered
the community and the spirit in which he made his contribution to the world of the
Council. Councilman Ball expressed his appreciation for the gifts and the cooperation
of those with whom he has worked during his tenure as councilman.
Ordinance - Revising Speed Zoning on Highway 146
At the request of the City Administration, the State Highway Department made
a speed zone study of State Highway 146 in Baytown and submitted recommended changes
such as cedar Bayou Road to Crosby -Cedar Bayou Road lowered to forty -five miles per
hour; open section beyond Republic - fifty -five miles per hour with a forty -five MPH
transition zone. Councilman Braswell moved to adopt the ordinance altering the
speed zones as now- designated to the recommended revisions of Highway 146 in Baytown.
Councilman Walker seconded the motion. The vote follows:

ORDINANCE NO. 917
AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ESTABLISHED
FOR VEHICLES UNDER THE PROVISIONS OF ARTICLE 6701d, VERNON'S TEXAS
CIVIL STATUTES, UPON THE BASIS OF AN ENGINEERING AND TRAFFIC
INVESTIGATION, UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF,
WITHIN THE CORPORATE LIMITS OF THE CITY OF.BAYTOWN, AS SET OUT
IN THIS ORDINANCE; DIRECTING THE CHIEF OF POLICE TO ERECT APPRO-
PRIATE SIGNS; PROVIDING A MAXIMUM PENALTY OF TWO HUNDRED ($200.00)
DOLLARS; REPEALING ORDINANCES INCONSISTENT HEREWITH; CONTAINING A
SAVINGS CLASUE; AND PROVIDING FOR THEPUBLICATION AND EFFECTIVE
DATE THEREOF.
Action Sewer Service - Middleton and Marvin Roads
At the March 28th meeting, a group of residents along Marvin Road appeared
to discuss sewer extensions and connections along their roadway. Discussion was
deferred until the briefing session Tuesday, 4ril 9th. The meeting was held and
as a result the Committee was recommending that the Council approve the installation
of a 10 -inch sewer main on both Marvin and Middleton Roads at an estimated cost of
$17,000 for the entire project, with the residents being assessed a $35,00 tapping
fee for each service connection; and the contracts now in force be expanded ton in-
clude the installation of the facilities under discussion, applying the unit prices
already bid on the present contract. Councilman Walker moved to accept the recommenda-
tion of the Committee and approve the additional expenditure. Coucnilman Kelley
seconded the motion. The vote follows:

Copies - Revised Ordinance Regulating Mobile Homes
Copies of a revised ordinance regulating mobile homes were distributed to the
Council, but no action was taken at this meeting. The ordinance will be discussed
after the Council has completed its study.
Protest - Request of Houston Lighting and Power Company - Canal Project
The Council delayed action on filing protest with the Corp of Engineers, Gal -
veston, on the Houston Lighting and Power Company's canal project until they have had
time to gather more information upon the proposed location and other relating factors.
Committee Reports
Councilman Kelley, Chairman of the Committee to study the use of plastic pipe
in some of the water, sewer and gas installations within the City, asked permission
from the Council to postpone making a decision, and recommendation, for an additional
year because its use was rejected in Houston. He indicated that a cautious approach
should be made at this time and the Committee will keep abreast of all new developments
but will submit no definite recommendation for its use at this time. Councilman
Kelley will inquire into the reasons for Houston's rejection of the use of plastic
pipe and the Council will then decide if it wants to use the pipe on a trial basis
at some definite location. -
Councilman Fanestiel asked the Mayor to solicit the expert advise of Messrs.
Comeaux and Chatfield, employees of Enjay and experts on corrosion. He suggested that
they be asked to join together as a Committee with some members of the Council to
explore prevailing conditions due to electrolysis and oxidation and institute some
short range plans to alleviate some of the corrosion problems.
Councilman Fanestiel gave a brief report on the discussions of the Traffic Com-
mittee at its regular meeting Friday 5.
Councilman Hullum asked that a member be appointed to the Benefits Committee to
replace Councilman Ball as he has encountered some problems in clarification of the
progressive type wage scale of Firemen. He needs the second members so that it can
be studied jointly and a report given by the next regular meeting.
Mayor Cravey asked that the Administration get into the hands of each council
member a current list of committees; each one was asked to review the list and
be prepared to choose a preference for service during the ensuing year at the next
regular meeting. He also asked that the Council be thinking of names of citizens
to appoint as members of a Local Art Council which has been proposed by the Governor
of Texas.
Appoint - Auditor - City of Baytown
Councilman Walker moved to reappoint Cecil M. Bobbitt, CPA, as Auditor for the
City of Baytown during the 1967 -68 fiscal year. Councilman Braswell seconded the
motion. The vote follows:

City Manager's Report
Councilman Braswell will attend the hearing conducted by the Texas Water
Quality Board on the C. T. Staples application to discharge domestic sewage into
Cedar Bayou - this hearing will be held Tuesday, April 16th.
Lowell Lammers has employed a consultant to check the heeling and air - conditioning
in the City Hall and a report will be made on his findings within a few days so that
corrective action may be taken by the Council, if deemed advisable.
* Mayor Cravey excused from meeting. Councilman Braswell acts as Mayor Pro Tem.
Bids on the advertisement for sale of the old City Hall building will be received
April 23rd.

City Manager's Report - Continued
The Department and Division Meads will hold a briefing session for Councilman
Ted L. Kloesel at a time most convenient for him. This will acquaint him, in part,
with the duties and span of work covered by each department and its relation to the
efficient operation of the entire municipal organization.
Adjourn
Tere being no further business to come before the Council, the motion was
made and seconded that the meeting adjourn . The ayes were unanimous and the Mayor
Pro Tem declared the meeting adjoupio.
