1967 10 12 CC Minutes, Special4427 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN October 12, 1967 The City Council of the City of Baytown. Texas, met in special session on Thurs- day, October 12, 1967 at 5:00 P.M., in the Council Room of the Baytown City Hall with the following members in attendnre: Patrick Ball Councilman Glen Walker Councilman A. M. Braswell Councilman Albert Fanestiel Councilman Lamar Kelley Councilman Seaborn Cravey Mayor Fritz Lanham City Manager George Chandler City Attorney Edna Oliver City Clerk Absent: Don M. Hullum Councilman The Mayor called the meeting to order, the Invocation was offered, and the follow- ing business was transacted: Public Hearing - Proposed Annexation of Portion of Marbon Company Mayor Cravey opened the public hearing upon the proposed annexation of a portion of Marbon Company. Byron C. Kistler, representing Marbon Company, was present and presented several questions for verification of policy relating to the Industrial District No. 2, of which Marbon Company is a part, and the proposed annexatim. The Council explained that in the Industrial District Agreement, the Company agrees to the annexation of twenty -four (24%) of the Company's value to the City - this annexation completes the twenty -four (24%) per cent of true value and goes on the City's tax rolls as of January 1, 1968. Mr. Kistler offered no objections to the contents of the proposed ordinance, and after some further discussion Mayor Cravey declared the hearing closed upon the proposed annexation. Approve Appropriation - Expenditures Community Center Complex Dedication Activities The Council discussed the items of expenditure which will of necessity be incurred in the series of dedication activities at the new Community Center Complex during the second week of November. The Parks 6 Recreation Board has worked diligently to achieve a goal of activities at a miubm cost which will interest all Hh o attend the dedication. Councilman Ball moved to allocate $2,000.00 to the Parks & Recreation Board for expenditures incurred in the Community Curter dedication activities. Council- man Fanestiel seconded the motion. The vote follows: Ayes: Councilmen Ball, Mayor Cravey Nays: Councilmen Walker Kelley and Fanestiel and Braswell Miscellaneous The Council will meet with an engineering consultant on Tuesday. November 17th to discuss a feasibility study of deep -water port facilities for Baytown. Councilman Walker reported that the Fresh Water Recreation and Resources Board will be making a report to the Council soon relative to the cost of conducting an engineering study of the Lake Burnett Project; the City may be called upon to par- ticipate in the cost of financing this preliminary study. Adiournment There being no further business to come before the Council, the motion was made and seconded that the meeting adjourn. The ayes were unanimous and the Mayor declared the meeting ajourned. 4429 Councilman Waller moved that the Council authorize not only the deficit between the $4,406.00 up to $6,000.00 but authorize a definite amount up to $2,000.00 for the project.
