MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF BAWWN
September 21, 1%7
The City Council of the .City of Baytown. Texas, met in special session on -Thurs-
day, September 21, 1%7 at 6:30 p.m., in the Council Room of the Baytown City Hall with
the following members in attendance:

The Mayor called the meeting to order, the Invocation was offered, afterwhich,
the following business was transacted:
AcceDtance - City Hall and Community Bul4 ding Construction
After receiving a report from Lowell Lammers. Architect, relative to completion
of items on a final punch list connected with the .construction of the City Hall and Com-
munity Center buildings. Councilman Kelley moved to accept the buildings pending the
time the City has proper insurance coverage on each building. Councilman Walker
seconded the motion. The vote follows:

Public Hearina -- Budoet Fiscal Year 1%7 -68
Mayor Cravey opened the public hearing upon the proposed 1%7-68 fiscal budget
by-stating that an official public hearing was required by law in the adoption of a
budget and the setting of a tax rate for the ensuing year. In preparation of this
hearing, many sessions have heretofore been held by the City Council in reviewing the
contents of the proposed budget prepared by the City Manager, and changes have been
made as deemed advisable by the Council.. An ordinance was prepared using the revised
figures of changes made in the original proposal. City Manager Lanham pointed out that
by using the current tax rate as a starting point, a total of $99,658.00 has been placed
In the General Government- Highways- allocation for capital street improvements which was
an increase of $89.000.00 plus over the figure originally proposed. Since the Council
was of the opinion that additional funds would be needed in the ensuing year for major
street improvement than is presently provided, they discussed increasing the tax rate
to provide funds for such improvements. Rough calculations were made using a range of
increase from seven through ten cents. Sometime later Councilman Fanestiel moved to
increase the tax rate by seven (7t) cents over the previous year, but his motion died
for want of a second. Councilman Ball moved to consider a nine (94) cents increase
over the present- One Dollar and Forty -One ($1.41) Cents tax rate - this too died for
want of a second. Councilman Walker then moved to consider an eight (8t) cents increase
making the rate one Dollar and 49/100 ($1.49) Cents for the ensuing year. Councilman
Fanestiel seconded the motion. The vote follows:

The Council agreed that a decision must be made on the amount to allocate in
the budget for street improvements in order to set a tax rate to provide the funds.
Some of the Council felt that an eight (ft ) cent increase would not provide sufficient
funds since the major improvements will,be made by contracts from bid solicitations
by the Administration. As the budget now stands, the allocation for Highways is
$415,617.00. Councilman Walker moved to allocate $541,617.00 in the budget for highways
instead of the $415.617.00 - making an increase of ,$126,000 on the basis of an eight
(8t) cent increase and providing $225,000 in the 1967 -68 fiscal budget for major street
Improvements. Councilman Fanestiel seconded the motion. The vote follows:

On the basis of the action of the Council, the City Manager introduced and read an
ordinance adopting a budget for the fiscal year beginning October 1, 1%7 and ending
September 30, 1%8. Councilman Fanestiel moved to adopt the ordinance as read. Coun-
cilman Walker seconded the motion. The vote follows:

Ordinance - Setting Tax Rate - 1967 -68 Fiscal Year
The City Manager introduced and read an ordinance sating a tax rate
and 49/100 ($1.49) Cents per each One Hundred ($100.00) Dollar valuation
ensuing year. Councilman Hullum seconded the motion. The vote follows:
Ayes: Councilmen Ball, Walker, Hullum. Fanestiel and Kelley

AN ORDINANCE FIXING THE RATE AND TAX LEVY FOR THE CITY OF BAYTOWN.
TEXAS, FOR THE FISCAL YEAR ENDING SEPTEMBER 30. 1%8, UPON ALL
TAXABLE PROPERTY IN SAID CITY OF BAYTOWN, TEXAS, IN ACCORDANCE
WITH THE LAWS OF THE STATE OF TEXAS AND THE CHARTER PROVISIONS AND
ORDINANCES OF SAID CITY; AND REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT THEREWITH.
rove Execution_- Agreement Marbon Company - Industrial District Committee
Councilman Kelley, reporting for the Industrial District Committee, stated that
an agreement had been made with Marbon Company which is identical with the agreement
which was made with Humble Company with the exception of the value figures. He asked
for Council authorization to proceed with closing the contract. Councilman Hullum
moved to accept the contract with Marbon Company and authorized the signing as agreed.
Councilman Walker seconded the motion. The vote follows: j

endments to Resolution Annexina Manuf actur_i_na_Industrie
In order to reaffirm the Council's intention to have a five year moratorium in
taxes or payment in lieu of taxes, Councilman -Bell moved that the last sentence of the
first paragraph of Section 1 of Resolution 185 be deleted. Councilman Kelley seconded
the motion. The vote follows:
Ayes: Councilmen Ball, Walker, Hullum, Fanestiel and Kelley

Councilman Ball moved that the Industrial Committee be authorized to proceed with
negotiations with new industries in Industrial District No. 3 to negotiate contracts
for a minimum of $1.00 per year for a period to include five (5) years after beginning
of operation. Councilman Kelley seconded the motion. The vote follows:

The City Manager was instructed to have a general ordinance prepared covering
both. Industrial District No. 2 and Industrial District No. 3 - the preparation to.be
as soon as possible.
Chanaes - Civil Service Classification - Police Department
At a recent meeting, the Council discussed the upgrading of the Detective Division
of the Baytown Police Department. The Benefits Committee conducted a review of the
Civil Service Classifications in the department and found that, in the current ordinance,
some classifications are being used by the Council in authorizing the number of persons
for a certain classification for budget appropriations primarily; but. other classifi-
cations are not being used - neither by the department nor budgeted by the Council.
Among the latter is the Detective classification which falls between the Sergeant and
Lieutenant classifications and would normally be a step through which all law enforce-
ment officers would have to progress in their promotions to become Lieutenants. Since
the Detective classification is of a technical nature, the Benefits Committee met with
the City Manager. Director of Civil Service and some personnel of the Police Department
to discuss the problems at hand and are now prepared to offer two proposals. Councilman
Ball, speaking for the Committee, proposed that the detective classification-be eliminated
and the Council authorize or designate parallel classifications of Patrolman- Detective.
Sergeant- Detective and Lieutenant - Detective; Secondly, if the Council wants to upgrade
the Police Department, authorization be made to fill all detective positions with
Sergeants oft- Lieutenants. After some further discussion, Councilman Ball moved that the
Detpctive Classification be eliminated and that parallel classifications be designated
for Patrolman - Detective, Sergeant- Detective and Lieutenant Detective. Councilman
Fanestiel seconded the motion. The vote follows:
Ayes: Councilmen Ball, Walker. Hullum, Fanestiel and Kelley-
Mayor Cravey

Councilman Ball then moved for Council to authorize two additional Sergeant- Detectives
in the budget, and the reduction of two Patrolman - Detective in the budget for a total
of three Patrolman - Detectives and three Sergeant- Detectives plus authorizing the inclusion
of one Lieutenant- Detective in the new classification. Councilman Kelley seconded the
motion. The vote follows:
Ayes: Councilmen Ball. Walker, Hullum, Fanestiel and Kelley

Ordinance - Administration City's Insurance
Councilman Ball passed out copies of a proposed ordinance outlining changes in
the administration of the City's Insurance. He gave a brief review of the changes
and asked the t the Council make a study of the ordinance and it be included on the
agenda for Council acceptance or rejection at the September 28th regular meeting.
The City Manager was authorized to ask for binder coverage on the new City Hall
and Civic Building which was accepted the earlier part of the meeting.
Adiournment
Councilman Fanestiel moved for the meeting to adjourn. Councilman Walker seconded
the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
