The City Council of the City of Baytown, Texas, met in special session on Mon- day, August 14, 1967, at 7:00 p.m., in the Sterling Municipal Library_ with the following members in attendance: Patrick Ball Councilman _. . A. M. Braswell Councilman Don M. Hullum Councilman Tamar Kelley .Councilman Glen Walker Councilman Seaborn Cravey Mayor Also present: Fritz Lanham City Manager Absent: Albert Fanestiel Councilman. Industrial District Committee Report Councilman Lamar Kelley, Chairman of the Industrial District Committee, presented the report of the Committee. Mr. Kelley moved that the recport be accepted by the Council and that industrial contracts be offered to industries in the three districts, as shown below, before.the end of August and that a report be made back to.the Council. Councilman Walker seconded the motion. The vote follows: . Ayes: Councilmen Ball, Braswell, Hullum, Kelley and Walker Mayor Cravey Nays: None The report of the Committee follows: . The first with Humble, United Carbon, Stauffer, Marbon and Natural Gas Odorizing Plant. The second with Gulf and Huber and the third with Houston Lighting & Power Company.and United States Steel. Each would be for seven years. The "in- lieu -of" taxes on the first would be figured as follows: (using Humble as an example) M True value of $326,000,000 less assessed value of $94,000,000 equals $232,000,000. .01% of $232,000,000 equals $232,000 - Equals In- Lieu -Of Taxes. The second and third districts would start in- lieu -of payments at 5% of asses@ment ratio x tax rate x true value and would increase 5% each year to a maximum of 20%i. It would remain at this level until the contract expires. At the end of the first contract, they would be placed on a new contract on the same basis as the first district. Industries in district three would begin paying "in- lieu -of taxes on the first day in actual production pro -rated for the portion of year in operation. + It is hoped that Houston Lighting & Power Company and United States Steel would make these token donations until their plants are built to assist on planning and other expenses.
