1966 11 09 CC Minutes423B MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN The City Council of the City of Baytown, Texas met in regular session on Wednesday. November 9, 1966 at 6:30 p.m., in the Council Room of the Baytown City Hall with the following members in attendance: Patrick Ball Councilman Don M. Hullum Councilman Raymond T. Lonnelly Councilman Seaborn Cravey Fritz Lanham George Chandler Edna Oliver Absent: A. M. Braswell C. M. Massey Albert Fanestiel Mayor City Manager City Attorney City Clerk Councilman Councilman Councilman The Mayor called the meeting to order, the Invocation was offered, afterwhich the following business was transacted: Ordinance - First Reading - Strip Annexation FMR 2354 Councilman Ball moved to adopt an ordinance, under first reading, annexing additional 10 -foot strips along FM Road 2354. Councilman Hullum seconded the motion. The vote follows: Ayes: Councilmen Ball, Hullum and Donnelly Mayor Cravey Nays: None The captim of the ordinance follows: ORDINANCE NO. 839 AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS, AND THE'ANNEXATION OF CERTAIN TERRITORY CONSISTING OF 1.7 ACRES OF LAND, WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS. Ordinance - First Reading Annexing Portion Stauffer Chemical Company Councilman Ball moved to adopt an ordinance on the first reading, extending the city limits of Baytown to annex a tract of land containing 1.99 acres, of which 1.5588 acres is the propserty of Consolidated Chemical Divisnn of Stauffer Chemical Company. Councilman Hullum seconded the motion. The vote follows: Ayes: Councilmen Ball, Hullum and Donnelly Mayor Cravey Nays: None The caption of the.ordinance follows: ORDINANCE NO. 840 AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS, AND THE ANNEXATION OF CERTAIN TERRITORY CONSISTING OF 1.5588 ACRES OF LAND, WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS. 4239 y? 90 19 & � Ordinance - First Reading - Annexing Texas Eastern Transmission Corporation Councilman Ball moved to adopt an ordinance., on first reading, extending the city limits of Baytown to annex a tract of land containing 72.64 acres. of land which is the property of Texas Eastern Transmission Corporation. ,Councilman Donnelly seconded the motion. The vote follows: Ayes: Councilmen Ball, Donnelly and Hullum Mayor Cravey Nays: None The caption of the ordinance follows: ORDINANCE NO. 841 AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS, AND THE ANNEXATION OF CERTAIN TERRITORY CONSISTING OF 72.64 ACRES OF LAND, WHICH SAID TERRITORY LIES ADJACENT: TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS. Ordinance - Orderina the Improvement of Commerce Street - Forrest to Vest Gulf Councilman Ball moved to adopt an ordinance determining the necessity for and ordering the improvement of Commerce Street, from Forrest Street to West Gulf; directing the preparation of an estimate of costs and the advertisement of bids in accordance with plans and specifications previously approved. Councilman Donnelly seconded the motion. The vote follows: Ayes: Councilmen Ball, Hullum and Donnelly Mayor Cravey Nays: None The caption of the ordinance follows: ORDINANCE NO. 842 AN ORDINANCE DETERMINING THE NECESSITY FOR AND ORDERING THAT COMMERCE STREET, FROM THE SOUTH LINE OF FORREST STREET TO THE NORTH LINE OF GULF STREET, IN THE CITY OF BAYTOWN, TEXAS, SHALL BE IMPROVED; ADOPTING AND APPROVING PLANS AND SEPCIFICATIONS FOR SUCH IMPROVEMENTS; DIRECTING THE ENGINEER TO PREPARE AN ESTIMATE OF THE COST OF SUCH IMPROVEMENT AND A WRITTEN STATEMENT OF THE NAMES OF THE OWNERS OF THE PROPERTY ABUTTING ON SAID STREETS; PROVIDING THAT A PART OF THE COST THEREOF SHALL BE PAID BY THE CITY AND A PART OF THE COST THEREOF SHALL BE PAID BY AND ASSESSED AGAINST THE ABUTTING PROPERTY AND THE OWNERS THEREOF, AND FOR INCIDENTAL MATTERS; DECLARING THAT THIS ORDINANCE AND ALL FURTHER PROCEEDINGS RELATED TO SUCH IMPROVEMENTS-ARE BY VIRTUE OF ARTICLE 1105 -b DIRECTING THE CITY CLERK TO FILE A CERTAIN NOTICE WITH THE COUNTY CLERK AND TO ADVERTISE FOR BIDS; AND PROVIDING FOR THE EFFECTIVE DATE HEREOF. Adopt - Transfer Resolution - Rental Expense Employment Commission Councilman Hullum moved to adopt a resolution approving the transfer of $432.00 from the General Fund Contingency to provide rental costs for the Texas Em- ployment Commission office at W.O.W. Hall on East Texas Avenue. Councilman Donnelly seconded the motion. The vote follows: Ayes: Councilmen Hullum and Donnelly Mayor Cravey Nays: None The caption of the resolution follows: i 4 240 L.)�9c� 9, iG�L A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO TRANSFER FOUR HUNDRED THIRTY -TWO ($432.00) DOLLARS FROM THE GENERAL FUND CONTINGENCY TO BUDGET ACCOUNT 101 -7 -11. Ordinance - Removing Sidewalk Requirements from Subdivision to Building Ordinance The Council adopted amendments to both the Subdivision Ordinance and the Building Code to delete the construction of sidewalks requirene nt from the City's Subdivision Ordinance and including an amendment to the City's Building Code setting forth this requirement and setting forth certain regulations for the enforcement and completion of the installation as approved by the City Council, October 13, 1966. The caption of the ordinances follows: ORDINANCE NO. 843 AN ORDINANCE MENDING AN ORDINANCE, "AN ORDINANCE PROVIDING RULES AND REGULATIONS GOVERNING THE PLATTING OR REPLATTING OF LAND INTO SUBDIVISIONS IN THE CITY OF BAYTOWN AND REQUIRING PLATS AND REPLATS TO CONFORM TO SUCH RULES AND REGULATIONS IN ORDER TO PROCURE THE APPROVAL OF THE CITY PLANNING COMMISSION, CITY OF BAYTOWN; PRESCRIB- ING A MAXIMUM PENALTY OF TWO HUNDRED ($200.00) DOLLARS; REPEALING ORDINANCES INCONSISTENT HEREWITH; CONTAINING A SAVINGS CLAUSE AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF." BEING ORDINANCE NO. 723, PASSED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN ON THE 23RD DAY OF JULY, 1964, BE DELETING 5.03 THEREOF, AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF. ORDINANCE NO. 844 AN ORDINANCE AMENDING AN ORDINANCE, "AN ORDINANCE PROVIDING FOR FIRE LIMITS, AND REGULATIONS GOVERNING THE CONSTRUCTION, ALTERATION, EQUIPMENT AND REMOVAL OF BUILDING AND STRUCTURES WITHIN THE CITY LIMITS OF BAYTOWN, TEXAS; REPEALING ORDINANCES INCONSISTENT HEREKEH; CONTAINING A SAVINGS CLAUSE; PROVIDING FOR A PENALTY AND THE EFFECTIVE DATE THEREOF." BEING ORDINANCE NO. 637, PASSED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN ON THE 12TH DAY OF NOVEMBER, 1964, BY ADDING PARAGRAPHS FIVE (5) THERETO, AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF.
